Job Description This position provides first-line supervision of technicians and serves as the back up to district management in ensuring safe, reliable and efficient operations of Kern River facilities. Emphasis is placed on the complexity of maintaining a 24-hours-a-day operation. Responsibilities Coordinates day-to-day operation and maintenance of all district facilities with gas control, operations, and other departments, as required, to maintain safe, reliable and efficient system operations. Participates in daily operations conference call and coordinates and schedules major system outages. Maintains district on-call schedule and serves as second on-call contact. Coordinates utilization of qualified contractors and equipment field representatives as needed throughout the district. Serves as back up when district manager is absent. Ensures compliance with Department of Transportation (DOT) regulations including operator qualifications; environmental and air quality regulations; and safety requirements. Monitors and maintains Maximo asset work management and global action tracking activity monthly for regulatory compliance, and initiates/modifies preventative maintenance tasks for district facilities. Participates in audits of district facilities, e.g., DOT, safety, environmental, risk management, security, and insurance. Reviews, approves, and distributes work plans for non-routine work. Monitors compliance with company policies and procedures and identifies training opportunities regarding the company's operations and maintenance (O&M) manual. Identifies and coordinates on-the-job, in-house, and external technical training opportunities for technicians across district lines. Serves as a technical consultant. Identifies and defines capital and operations and maintenance (O&M) projects and assists with budget preparation. Monitors spending on capital and O&M projects. Monitors overtime and paid time off (PTO) of operations technicians. Monitors technician skill acquisition and evaluations of employees to ensure compliance with operator qualification regulations so that adequate work coverage exists. Monitors employee development to ensure technicians acquire skills needed to progress within the technician job ladder. Serves as liaison between the district, Engineering and contractors during construction projects. Resolves conflicts; represents the company with external parties, including customer companies, interconnect customers, public agencies, utility groups, common operating partners, etc. Maintains landowner relationships, including problem resolution and rights-of-way repairs. Assists in the hiring, retention, development, and mentoring of technicians, including selection of candidates, conducting employment interviews, assessment of candidate's qualifications, recommendation of whom to hire and slotting within the job ladder. Drives annual development of technicians' performance plan development and obtains district manager approval. Provides district manager support for performance evaluation information and conducting performance review discussion with technicians. Reviews purchase requisitions. Develops and maintains inventory control process for spare parts and ensures critical spare parts are on hand for operations work projects and emergencies. Promotes workplace and driver safety on an ongoing basis. Qualifications An associate's degree in technical field desired, or equivalent combination of education and experience. Typically, an additional three years of related, progressive work experience would be needed for incumbents who do not have an associate's degree. Five years' experience working with compression, measurement, pipeline, corrosion and/or pipeline construction, and knowledge of policies, procedures, practices, operating philosophies and regulations related to the gas transportation industry. Demonstrated interpersonal skills and leadership abilities including team building, conflict resolution, employee development and training, mentoring, coaching and employee motivation. Excellent oral and written communication skills, including presentation skills. Effective analytical, problem-solving and decision-making skills. Project management skills: ability to prioritize and handle multiple issues and projects concurrently. Availability as a resource for problem resolution on a 24-hour basis.
