Job Summary and Essential FunctionsJOB SUMMARYThe primary function of this position is to provide high-level support and assistance to the Finance Director. Directs and supervises finance operations, including cash receipts, A/R, A/P, payroll and general ledger; assists the Director with coordination and implementation of financial and budgetary controls, and internal and external financial reporting. - Administers daily operations through direction and guidance of accounting and clerical staff under charge; including monitoring staff activities, as appropriate, and performing annual evaluations. Also performs personnel management functions such as selection, training, guidance, coaching, and disciplinary action, as necessary.
- Reconciles monthly payroll and operating bank statements, investment account statements, and prepares the related journal entries. This includes researching any discrepancies, pooled interest allocation, pooled cash reconciliation and closing the month for the general ledger.
- Provides approval or secondary approval of a variety of functions within the Finance Department. These approvals include purchase orders, accounts payable, payroll journal entries and retirement contributions.
- Serves as Finance Director's designee when necessary.
- Prepares journal entries for all electronic transfers of revenues, debt payments and other electronic payments and fund transfers.
- Monitors grant activity for all departments, which includes; providing cancelled checks and copies of necessary documentation to the department heads for submission of reimbursement requests, managing the billing of grants in the Accounts Receivable system, tracking and recording the subsequent receipt of reimbursements, and accruing year-end grants receivable. Maintains grant filing system and is responsible for periodic reporting pursuant to each grant agreement.
- Participates in the preparation of the departments and the Town's annual budget and assists the Finance Director with TRIM Compliance, as needed.
- Performs independent research for Finance Director, as requested, or as new accounting and auditing standards are announced or become effective.
- Works on special projects as directed by Finance Director and prepares reports or analysis as needed.
- Assists with the Town's annual independent audit, including but not limited to; analysis of various general ledger accounts, preparation of required audit confirmations, maintaining audit files, preparation of various worksheets, and analyzing, researching, and gathering data as requested by the auditors. Also responsible for managing the audit fieldwork, including working with the audit staff to obtain documentation and to give explanations and answers to their questions.
- Works closely with the auditors in the preparation of the Town's Annual Comprehensive Financial Report (ACFR), which includes; updating and verifying statistical information both within the Town and from outside preparers; reviewing the MD&A; and updating the Notes to the Financial Statement.
- Responsible for distributing the ACFR to the appropriate entities. Also maintains and updates the list annually or as required. Insures the Annual Financial Report (AFR) is filed in a timely manner and also submits the ACFR and the application to the GFOA for the Award in Financial Excellence.
- Assures timely and accurate processing of payroll deductions, direct deposits, and related tax payments.
- Prepares State of Florida Annual Financial Report (AFR), Full Cost Accounting Report for Solid Waste notice.
- Ensures maintenance of town's fixed asset records and reviews the annual physical inventory count of fixed assets.
- Prepares monthly trial balance, revenue and expenditure reports.
- Provides advice and assistance to department directors and other officials on accounting policies and finance-related inquiries.
- Prepares OPEB (Other Post-Employment Benefits) data for analysis and annual report.

Minimum Requirements and Special Requirements Minimum RequirementsGraduation from an accredited four-year college, or university, with a bachelor's degree in public administration, accounting, finance or a related field. Experience in local government and/or a finance related field; CPA/CGFO/CPFO preferred. An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be substituted for the minimum qualifications.Proficient with Microsoft Office Suite and/or other similar software programs. Knowledge of CentralSquare (formally known as, Superion) NaviLine is preferred.
