POSITION: Deputy Finance OfficerPURPOSE: To direct Accounting, Accounts Payable and Purchasing functions, and assist the Finance Officer in all aspects of overseeing the financial operations of the school system.QUALIFICATIONS:
Minimum, Bachelor's degree in Accounting or related field required.Five or more years of work experience involving finance operations in a business or school system. School system experience preferred.Knowledge and understanding of financial operations, programs, fund accounting, accounts payable process, payroll deductions, preparation and reporting requirements.Extensive knowledge of and experience with Excel required; School business financial software experience preferred.Ability to establish and maintain effective relationships as necessitated by the work assignment.Ability to communicate clearly and concisely, both orally and in writing; ability to communicate well with school personnel and central office staff.Comply with confidentiality requirements in local, state and federal policies and statues.Ability to coordinate, plan and meet deadlines, accomplish specific task, or meet specific standards.Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environmentREPORTS TO: Finance Officer PERFORMANCE RESPONSIBILITIES:
- Adhere to all state, federal, and local laws, policies, and procedures
- Supervise and evaluate direct reports.
- Reconcile Federal and State budgets and expenditures with DPI records monthly including but not limited to MFR Reports and Report Card; Prepares adjusting journal entries, as needed;
- Prepare monthly reconciliation and analysis of various balance sheet accounts.
- Monitor accounting for capital outlay projects.
- Prepare and/or approve journal entries and budget transfers as needed.
- Prepare and submit 1099 reporting
- Conduct accounting and reconciliation of Fixed Assets.
- Perform oversight of vendor statement reconciliations, payment approvals and customer service.
- Assist with random audits of schools /departments as directed by Finance Officer.
- Oversee the preparation of appropriate documents necessary for the purchase of materials, supplies, equipment and services contracts, including all bid process documentation.
- Serve as liaison between finance and school building accounting staff.
- Assist with accounts payable data entry and reports as needed.
- Assist with payroll preparations and reporting as needed.
- Prepares information and reports for annual audits and grantors, as required.
- Maintain Chart of Accounts.
- Perform related work and other duties as assigned by the Finance Officer.
SPECIAL REQUIREMENTS: Possess and maintain a NC Driver's License or ability to provide own transportation to travel to school district buildings and professional meetings as neededPHYSICAL REQUIREMENTS/WORKING CONDITIONS:
- Work requires the occasional exertion of up to ten pounds of force Work regularly requires exchange of accurate and detailed information through oral and written communication Constantly operates a computer and other office business equipment Ability to remain in stationary position for required meetings/work Ability to move to other work locations Visual acuity requires preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications Work requires preparing and analyzing written or computer data, operating standard office equipment, use of advanced technology Work occasionally requires exposure to outdoor weather conditions Work is generally in a moderately noisy location (e.g., business office, light traffic) Requires the ability to deal with people beyond giving and receiving instructions Must be adaptable to performing under mild to high levels of stress
SALARY: Edgecombe County Public Schools Central Office Administrative ScheduleTERMS OF EMPLOYMENT: 12 months/8 hours per day, or as determined byFunding/program needs.
