JOB SUMMARY:The purpose of this position within the City of Crystal River is to assist in managing theoperations of planning and development within the City. This position works underadministrative supervision, developing and implementing programs within organizationalpolicies and uses analytical and critical thinking to make sound recommendations based on arange of land planning experience.ESSENTIAL FUNCTIONS:* Employees in this classification perform at a professional level as project managerassisting the department director with various planning projects.* Provides professional-level planning work in a variety of capacities, related to the use ofland in the city, including development review, site plan approval, signage, landscapereview, zoning and land use.* Provides assistance to the general public administering and interpreting applicable laws,codes, and regulations of the City's land development code.* Confers with outside agencies, officials, neighborhood groups, developers, designprofessional, and realtors.* Conducts field/site inspections to determine compliance with applicable codes, zoningregulations and ordinances including permit review.* Prepares correspondence in response to public requests, questions, and concerns as itrelates to city planning and land development matters.* Prepares and presents reports to planning commission and city council for variousplanning applications or land development requests (e.g. variances, supplemental uses,land development code amendments, comprehensive plan and rezoning requests, vacates,and annexations).* Participates in studies relative to the preparation and updating zoning and/orcomprehensive plan ordinances.* Produces various maps, photos and renderings for meetings, or to include in PowerPointsfor presentations.* Assists with floodplain management for CRS program.* Performs other duties as required.MINIMUM REQUIREMENTS:* Bachelor's Degree in Urban, City or Regional Planning, Urban Design, Architecture, orrelated field AND four (4) years of experience in development services, planning, orrelated field; OR an equivalent combination of education, training, and experience maybe considered.* CRA and redevelopment experience preferred.Rev 10_01_2023CERTIFICATES, LICENSES, REGISTRATION, SKILLS:* AICP certification, CNU accreditation, and/or similar is preferred.* Certified Floodplain Manager and/or FEMA CRS experience preferred.* Valid Florida Driver License* Knowledge of business English, spelling, and punctuation.* Must have excellent written and verbal communication skills.* Requires ability to maintain courteous and professional relations with City staff, officials,community interest groups and the public.* Must have strong working knowledge of computers and be proficient in the use ofMicrosoft Office suite of Products (i.e. Outlook, Word, Excel, etc.)OTHER SKILLS AND ABILITIES:* Must have strong working knowledge of computers and be proficient in the use ofMicrosoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).* Effective customer service practices and appropriate interpersonal skills with diversecommunity members and other individuals. Ability to handle stressful situations.* Ability to analyze complex situations, problems and data in an impartial and effectivemanner, and use sound judgment in drawing conclusions and making decisions.* Ability to communicate effectively orally and in writing.
