DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.The role of the Assistant Human Resources Director provides strategic leadership and supports the HR Director in leading the development and execution of centralized HR team members engaging in strategies, policies, and procedures, federal and state laws that support the agency's mission. This position will be responsible for managing human resource staff completing daily HR operational tasks and responsible for program and project initiative direction, planning, monitoring and evaluation. Program and project initiatives may include onboarding, workforce development, employee engagement, and Diversity Opportunity and Inclusion (DOI) efforts. The role plays a critical part in creating an environment that supports staff development, and operational excellence. The selected candidate should be well-developed in utilizing sound judgment and resolution skills for all concerned. Able to assimilate large amounts of data to create clear analysis and recommendations. Able to handle sensitive and confidential information with discretion. Demonstrate strong organizational and problem-solving skills with attention to detail. Be proficient in HRIS systems, Microsoft Office Suite, and other relevant HR tools. Demonstrate proven leadership and management abilities, including coaching, mentoring, and conflict resolution.Minimum Qualifications
- Working knowledge and skill in administering comprehensive HR programs to include employee benefits, ADA Job Accommodation, FMLA, Workers' Compensation, talent acquisition and hiring criterion, HR transactions, compensation and classification, HR data, training, employee relations, performance management, workforce planning and organizational succession planning;
- Experience in supervising professional and administrative human resources staff;
- Strong knowledge of state and federal employment laws and regulations as it pertains to Human Resource Management;
- Skill in analyzing complex problems and issues, managing through sometimes ambiguous data or facts;
- Demonstrated experience with maintaining accuracy of employee data for reporting, decision making and distribution;
- Ability to develop and implement diversity recruitment strategies;
- Skill in analyzing complex business issues and challenges and developing and implement solutions.
Additional Considerations
- A combination of training, experience, or education in Business Administration, Human Resources, Organizational Development, Public Administration, Data Analytics or related field desired;
- Experience in implementing organizational change initiatives;
- Experience performing strategic management over multiple HR program areas;
- Knowledge of Commonwealth of Virginia state policies and procedures;
- HR certification from HRCI, SHRM, PSHRA (formally IPMA) or any other certified organization.
