Functionally performs in leadership of special projects and long-term goals for the team as it relates to compliance, retention, safety, Team member relations, benefits, training, risk management and all other aspects of Human Resources with support of daily operations. Possessing and exemplifying a strong level of professionalism, ethical decision making and understanding the legality of decisions within the human resources function. is critical in this role. Performs duties in support and under the leadership and general guidance of the Human Resources and Risk Management Director. - Performs key responsibilities in the implementation and process of special projects within the scope of Human Resources.
- Sets timelines for completion of stages of project development and completion including achieving ongoing progress toward those goals.
- Prepares written reports in support of projects and processes for the Human Resources team.
- Mentors and encourages the development of City team members toward their career goals within the City.
- Assists with strategic planning as it relates to anticipated changes in the Human Resources area on behalf of the City.
- Assists with more extensive research, investigations, recruiting and special projects.
- Participates in developing and presenting training programs to individuals and large groups.
- Builds processes and standard operating procedures for various functions within the Human Resources Team.
- Oversees the orientation process and implements ongoing improvements to the program through the team members assigned this day-to-day function.
- Attends meetings, conferences, presentations and hearings representing the City professionally and knowledgeably.
- Provides strong mentorship and guidance to other Human Resources team members.
- Assists in the development of performance improvement plans.
- Oversees tracking and maintenance of the employee evaluation system during the employee probationary period.
- Assists in the development, education and subsequent implementation of new benefits programs and plans.
- Assists with the open enrollment process and development of training in this area.
- Oversees records management program and record retention program for the Human Resources Team including the proper destruction of documents as needed.
- Assists with review and analysis of FLSA designations and ongoing changes of regulations as they relate to the City team.
- Assists in interpretation of policies and processes including evaluating proper level of discipline and corrective action.
- Schedules and conducts meetings with vendors regarding potential City business, as well as service-related issues for existing businesses and services,
- Serves as liaison between vendors, contractors, purchasing representatives of the City to ensure up-to-date knowledge with regard to products, quality and variety of materials, supplies, equipment and price trends.

KNOWLEDGE, SKILLS AND ABILITIES
- Ability to communicate professionally, effectively, cooperatively and in a team-focused manner both orally and in writing.
- Strong skills in Human Resources functions and standard Human Resources vernacular.
- Skills in preparing, presenting and training via presentations.
- Strong skills in Microsoft Word, Excel, PowerPoint and Outlook
- Ability to independently learn third-party software.
- Ability to develop training material on new products, processes and procedures.
- Knowledge of Federal, State and local laws/ordinances pertaining to contracts, contract administration and programs.
- Knowledge of the functions, organization and administration of governmental organizations.
- Ability to accurately prepare statistical and narrative reports.
- Ability to establish guidelines, practices and procedures to ensure contract, agreement, lease or compliance.
- Working knowledge of budget/financial applications including New World is preferred.
- Ability to establish guidelines, practices and procedures to ensure proper Human Resources compliance.
- Ability to research new methods and procedures for possible application to City operations.
- Ability to simultaneously manage multiple projects/tasks in a professional, efficient, cohesive and successful manner.
- Ability to multi-task and maintain strong level of organization with evolving and changing priorities.
- Ability to work independently and as a team on complex projects/tasks.

- Knowledge of generally accepted Human Resources best practices.
- Strong knowledge of terminology and ongoing trends in Human Resources.
- Exceptional knowledge and skills as it relates to HIPPA compliance
- Ability to oversee the public records process for the Human Resources team.
MINIMUM QUALIFICATIONS
- Bachelor's degree with a major in human resources, business or related field is preferred.
- Five (5) years' experience in human resources and leadership as it relates to the human resources field.
- Valid driver's license.
- Florida notary or ability to obtain within 30 days.
