Job Description:

This position is responsible for assisting in the administration and supervision of building inspections and code enforcement activities for the consolidated government.

* Coordinates, supervises, and performs inspections of new and existing residences, buildings, and structures for conformity with state and county codes, ordinances, and laws.

* Consults with the public, architects, engineers, and contractors regarding building codes, zoning laws, and disability access regulations prior to the drawing of construction plans and specifications.

* Reviews construction plans and specifications for adherence to building codes and compliance with zoning ordinances.

* Confers with government agencies, utility providers, and the general public regarding the impact of pending construction projects.

* Reviews appeal applications to the Board of Zoning Appeals for projects that have not or cannot comply with established zoning requirements; maintains a current file of conditional rezoning and special exception uses; acts as secretary of the Board of Zoning Appeals.

* Reviews applications for certificates of occupancy for approval or denial as part of the business license process; reviews applications and plans for advertising signs and billboards and issues construction permits as appropriate; reviews applications for demolition permits and grants approval as requirements are met.

* Recommends issuance of State Fire Law Construction Permits for projects reviewed under state regulations.

* Updates the official copy of the Zoning Atlas Maps as revisions, corrections, and additions are provided by others.

* Consults with field inspection personnel on code interpretations.

* Creates and maintains records on all projects under review; maintains permanent records of all approved projects.

* Receives, records, and assigns inspections for citizen complaints of unsafe housing, soil erosion, and work contrary to code requirements or without permits.

* Ensures proper security of petty cash issued to the department.

* Performs other related duties as assigned.

* Knowledge of local, state, and federal laws applicable to building, plumbing, electrical, and mechanical codes, including soil and sedimentation regulations.

* Knowledge of the principles, practices, and techniques of building and construction site inspections.

* Knowledge of building construction methods, materials, and equipment.

* Knowledge of the geography of the city and other local areas.

* Knowledge of accepted zoning practices and procedures.

* Skill in conducting building and code enforcement inspections.

* Skill in problem solving and decision making.

* Skill in management and supervision.

* Skill in operating standard office equipment.

* Skill in oral and written communication.

A Bachelor degree in Architecture, Civil Engineering, Construction Technology or related field is required. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department in order to direct and coordinate work within the department, usually interpreted to require three to five years of related experience. Possession of or ability to readily obtain International Code Council (ICC) certifications of Commercial Building Inspector and Residential Building Inspector within two years and Building Plans Examiner and Residential Plans Examiner within three years. This position requires the employee to be sworn in by the Columbus Police Department, which may involve additional criminal history background checks Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

* Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.

* Pulling - use upper extremities to exert force, haul or tug.

* Pushing - use upper extremities to press against objects with force, or thrust forward, downward, outward.

* Reaching - extending hands or arms in any direction.

* Repetitive Motion - substantial movements of wrists, hands, fingers.

* Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.

* Standing - for sustained periods of time.

* Stooping - bending body downward, forward at waist, with full motion of lower extremities and back.
