Representative Job Duties•3 years' experience managing workforce development programs, including but not limited to Workforce Investment Act, Workforce Investment and Opportunity Act, Trade Adjustment Assistance, Partnership. Accountability. Training. Hope., Business Services and Employment Services •Implement, interpret, and analyze procedures/policies to comply with City, County, State or Federal guidelines•Provide employees with guidance in handling difficult or complex problems or people and resolving escalated complaints•Assist Manager with performance evaluations; prepare, organize, and maintain training manuals; recruit, interview, and select employees for programs•Experience in managing audits and audit compliance; budgeting, meet with auditor regarding specific programs and respond to audit findings with corrective action•Create innovate approaches to employer talent needs, job seeker needs and address talent shortages. •Assess labor market trends and use the information to assist employers and job seekers.•Assist with agency grant writing and with the negotiation for the Career Center budget•Presents the Career Center programs and services to business and community groupsJob Requirements - As Determined By the City Of Southfield•Bachelor's Degree or equivalent (4-year degree equals three years of full-time related work experience) in related field; BSP certification a plus.•Three years full time directly applicable grant program management. Thorough knowledge of related Oakland County administered grant programs; experience or strong knowledge of Workforce programs (WIOA, TAA, Wagner-Peyser, PATH, Employment Services, Business Services, Registered Apprenticeships etc.)•Two years full time supervisory and administrative experience; management of teams in workforce development, talent, or human resources; staff training, motivation, and staff evaluation.•Knowledge of eligibility, enrollment, case management, reporting and performance requirements and compliance with workforce development programs.•Project management experience; managing job training grants, employer -driven projects and outplacement services. •High degree of computer proficiency, including database management experience, web research, social media skills and proficiency in MS Office suite.•Highly effective interpersonal skills necessary to work with the public, numerous contractors, staff, and representatives from City departments, county and state departments and officials, and employers throughout southeast Michigan.•Possess significant problem solving and organizational skills necessary to prioritize and to effectively coordinate a heavy workload of diverse, simultaneous projects and the ability to work under pressure of deadlines and changing priorities.•Must possess a valid driver's license and a good driving record as determined by the City of Southfield's Driving Standards.We offer a complete benefits package to full-time employees including health care, dental, vision, retirement, deferred compensation plans, flexible spending accounts, life insurance, long-term disability, holidays, vacation, and sick leave and more!
