* Assist in the selection of and is responsible for implementation of department automation and process improvement projects and management including software and time-keeping systems.
* Communicate clearly and concisely in verbal and written format with County employees about payroll procedures and County policies; Monitors and verifies data in time tracking software.
* Assist the Payroll Manager in all aspects of the Payroll Department functions and perform as back up in the Payroll Manager's absence.
* Ensure employees are compensated for their work by calculating total hours earned, withholding deductions, filing payroll taxes, and delivering payment within strict deadlines; Follows federal and state rules and regulations.
* Coordinate efforts with automation testing resources; partners with IT teams to ensure testing and provides team with periodic reports on project status.
* Communicate with outside sources about payroll issues, payroll related guidelines, social security limits, child support garnishment, 457(b) limits and TCDRS contributions.
* Acts as Emergency Operation Center Check in/Out Leader during local/state emergencies; Supports and manages time clock system and procedures for checking in and out; Documents in all systems.
* Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
MINIMUM JOB REQUIREMENTS:
* High School/GED; Associate Degree in Accounting/Finance preferred.
* 3 years of job-related experience.
* Good knowledge of payroll principles and accounting.
* Strong problem solving/critical thinking skills.
* Time management, project management and supervisory skills.
* Good computer and word processing skills.
* Good verbal and written communication skills; Interpersonal skills and ability to deal effectively with other employees and elected officials.
* Organizational skills; Ability to complete assigned projects in a timely manner is critical.
* An ability to display a professional and mature attitude in any situation or under any circumstance.
STARTING SALARY RANGE: $28.24 - $35.30 hourly based on qualifications
CLOSING DATE: Upon filling position
