Role Description: The Assistant Payroll, Manager provides assistance to the Payroll Manager on all payroll matters, supervises payroll staff, and serves as the subject matter expert in payroll processes, systems, and efficiencies for implementation of payroll system requirements and revisions to accomplish the organization's multi-state payroll processing objectives with a high degree of confidentiality. Essential Duties & Responsibilities:
- Serves as the subject matter expert in payroll, processes, systems, efficiencies, to liaison between payroll and IT department to ensure an understanding and implementation of payroll system requirements and continuous improvement of implemented solutions; and to facilitate the training of payroll staff in the use of automated system.
- Works closely with payroll staff in identifying need for system revisions, formulating system requests and recommendations, and analyzing post-implementation results of system changes. Responsible for the preparation and processing of biweekly payroll for approximately 1,200 hourly union, nonunion and salaried employees.
- Reviews and assists with the correction of errors to resolve issues with biweekly payroll runs. Monitors submissions of all approved timesheets, ensures valid data transfers to/from payroll service. Conducts periodic internal audits of various payroll areas, documents issues found and provides recommendations for improvement, and assists and guides staff with implementation of any changes.
- Supervises payroll specialists and provides guidance and support to the team to ensure payroll tasks are executed in accordance with defined payroll processes. Serves as the Payroll Manager when assigned or in the Manager's absence.
- Coordinates efforts between payroll, human resources, budget, and other departments to ensure the proper flow and maintenance of employee data (including preparation/distribution of detailed reports such as labor, work, overtime, leave balances, head count, and retirement contribution reports.
- Resolves payroll discrepancies and irregularities; Assists in the reconciliation of year-end payroll in preparation to finalize W-2's, amendments, and tax resolution issues; Maintains employee leave balances, benefit payroll deductions, and garnishments; Reviews, tracks, and ensures the accuracy of relocation advances and signing bonuses.
- Serves as the administrator of the electronic timekeeping system. Monitors rules, tracks issues, and sets up employees in system for valid programs for employee charge distribution, and adherence to FLSA. Provides guidance to departments on electronic timekeeping matters.
- Works with Accounting to support month-end close processes, plans, and audits system up-grades, implementations, and reconciliation of all payroll-related liability accounts. Works in collaboration with internal and external auditors as directed by the Manager, Payroll and/or by the Controller. Assists with the preparation of materials for external and internal auditors.
- Establishes/Maintains employee records; ensures employee changes are entered timely and correctly and reviews changes for proper authorization; Responsible for the setup and troubleshooting of time-clocks.
- Researches laws and regulations regarding taxes and payroll withholding procedures. Generates bi-weekly and monthly reports on overtime, on-call, and all hours worked for Safety Department and General Manager's office.
- Keeps abreast with company policies and tax legislations that impact on remuneration.
- Performs other functions and/or special projects as directed by the Manager, Payroll.
Supervisory Responsibilities: Supervises payroll specialists by assigning, reviewing, evaluating work, and providing training and guidance to ensure employees complete work. Key Working Relationships: Interacts with vendors and all levels of staff throughout the Authority. Skills & Qualifications: The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided. Required Skills & Qualifications Required Experience: Five (5) years of hands-on experience with full cycle payroll processing. Minimum Education Requirements: Bachelor's degree in Business Administration, Accounting, Finance, or Math and five (5) years of hands on experience with full cycle payroll processing; or HS Diploma or equivalent with nine (9) years of hands on experience with full cycle payroll processing. Required Skills: Knowledge of federal, state, and local wage, hour, tax regulations and laws, including payroll, taxes, withholding, deductions, and garnishments Understanding of payroll processing, procedures, and payroll tax reports. Oral and written communication skills. Technical knowledge and understanding of payroll system requirements, revisions, and implementation. Demonstrated experience working with automated payroll accounting systems. Skilled in MS Word, Excel, Access, and Microsoft Outlook. Proficient utilization of an industry Payroll & Time and Labor Systems such as Ceridian Latitude, Dayforce Workforce Management v.58 or higher, Oracle Fusion Payroll and Time & Labor or ADP Workforce. Independent judgment and initiative working with established policy and procedures. Analysis, problem definitions, providing solutions. Confidentiality and exercise extreme cautions. Organizational skills to plan and accomplish work and meet deadlines.
