Family Advocacy Support Services - Assistant Program Manager (New Parent Support Services) Strategic Resources, Inc. (SRI) is an international, ISO 9001:2015 Certified, CMMI Level 3 Rated full-service provider with more than 36 years' experience in the Federal, Military, and Commercial Marketplaces. SRI is seeking committed and passionate professionals to provide critical Family Advocacy services to military members, Department of the Army civilians and their families.Overview: SRI is preparing for an opportunity to support the U.S. Army's Family Advocacy Program (FAP) by providing comprehensive services to prevent domestic abuse, child abuse and neglect, and address child on child problematic sexual behavior through New Parent Support and Victim Advocacy (VA). The program helps Soldiers, and their Families recognize and meet the unique challenges of military lifestyles. Services include seminars, workshops, counseling, and intervention to help strengthen Army Families, enhance resiliency and relationship skills, and improve quality of life. This includes providing 24/7 victim response, home visitation, hands-on education, case management and accompaniment to court and other appointments as requested. Victim Advocates (VAs), Home Visitors (HVs), and FAP Support Service Assistants (FSSAs) are placed at Army installations/locations in both CONUS and OCONUS to support workload requirements.The Assistant Program Manager for New Parent Support services leads a team of Regional Managers and Home Visitors who are geographically dispersed at 40 CONUS and seven OCONUS military installations. The Assistant Program Manager (New Parent Support) position is in San Antonio, Texas. Tasks & Responsibilities:
  • Support the Program Manager in the delivery of high quality, responsive contractor Victim Advocate services for on time delivery and within budget.
  • Serve as the Program Manager in his/her absence.
  • Ensure 100% of the contractor workforce is fully certified and qualified to provide services in accordance with local, state, and federal laws/policies.
  • Prepare and submit all contract deliverables on time and accurately.
  • Conduct periodic reviews and analysis of program operations and training.
  • Collect and analyze program data and create reports for submission to the government.
  • Develop and implement back up/contingency plans to ensure service delivery during times when positions are vacant.
  • Actively work with the company's Human Resources Department to interview and select the best qualified candidates to fill all contract positions.
  • Work with a contract training specialist to develop domestic abuse training and awareness programs to educate Soldiers, Family Members and Army civilians.
  • Identify and resolve employee performance issues, conduct refresher training, and administer performance counseling with the goal of improving accountability and services.
  • Maintain contact with installation government representatives/monitors to ensure contract employees are adhering to all contract requirements and delivering quality services.
  • Collect and review client feedback on the quality of services being delivered and take corrective action to resolve, improve, or make the necessary adjustments to improve the services being delivered.
Required Education, Experience, Skills & Abilities:
  • Master's degree from an accredited institution in business management; social work; psychology; marriage, family, and child counseling; counseling or behavioral science, education, community health, or public health.
  • At least five years of experience in programs serving new and expecting parents of children ages 0-3.
  • At least two years of prior experience managing, staffing, overseeing, and completing large-scale projects of the same or similar to the Army's New Parent Program.
  • At least two years of experience working with a military or civilian social service agency serving military families.
  • At least two years of experience in programs dealing with family violence issues.
  • Must possess a thorough knowledge of the military organizational structure, mission objectives, function, procedures, regulations, and policies pertaining to the Department of Defense.
  • Must possess a working knowledge of military protocol and be able to interface and communicate with civilian and military personnel at all levels.
  • Minimum of one year experience working with a military Family Support Center, or civilian social service agency serving military Families.
  • Working knowledge of home visitation and family violence dynamics, environmental stressors, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, family law and the Victim Rights Bill.
  • Ability to intervene in crisis situations exercising careful judgment, applying flexibility and innovative problem-solving, and taking appropriate precautions to protect the welfare victims under the guiding principle of do no harm.
  • Be computer literate and possess the basic computer skills necessary to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.
Security Clearance Requirements:Must obtain favorable results from an OPM National Agency Check (NACI) background investigation.
