Salary : $48,939.00 - $66,212.00 Annually Location : 200 Laurence Dr., Heath Job Type: Full-Time Department: Public Works Opening Date: 10/18/2024 Closing Date: 11/1/2024 11:59 PM Central FLSA: Non-Exempt Description Under general supervision, assists the Public Works Construction Inspector performing specialized technical work inspecting construction for compliance with local, State, and Federal standards. Work involves ensuring construction projects meet with City specifications and standards; reviewing submittals for materials and mix designs; reviews right-of-way permits; reviewing excavation permits; coordinating with other City departments to install electric conduits; installing street signs; and scheduling water main shut down and tie-ins. Organizational Relationships: 1. Reports to: Public Works Construction Inspector 2. Other: Has contact with other City employees, vendors, contractors, builders, utility companies, and the general public. Essential Job Functions & Other Important Duties Reviews public works/parks construction, private development plans and maintenance design plans for compliance with engineer design standards and state and city codes. Inspects parks, streets, driveways, sidewalks, water, sewer, and storm-sewer construction projects for compliance with standards and codes. Responds to questions and concerns from the public. Prepares daily reports. Refers to Heath Standard Drawing for Public Work Construction, Texas Department of Transportation Standard Specifications for Construction, Standard Specifications for Public Work Construction North Central policy and procedure manuals, codes/laws/ regulations, publications and reference texts, etc. Operates a variety of equipment such as a computer, transit and level, measuring wheel, etc. Uses a variety of tools such as metal detector, valve wrench, pick, shovel, etc. Uses a variety of supplies such as office supplies, etc.; and a variety of computer software such as Microsoft Word, Microsoft Excel, etc. Maintains assigned vehicles and equipment. Interacts and communicates with various groups and individuals such as contractors, builders, other departments, and the general public Other Important Duties Performs general office work as required, including entering computer data, typing reports and correspondence, copying and filing documents, sending and receiving faxes, etc. Performs related duties as required. Job Requirements Has knowledge of the methods, procedures, and policies of the Public Works Department as they pertain to the performance of duties of the Assistant Construction Inspector. Has knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Knowledge of methods, equipment, procedures, and standard practices of municipal public works operations. Skill in reading and interpreting construction plans. Has thorough knowledge of the terminology used within the department. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Knowledge of departmental and City policies and procedures, including safety rules and regulations. Knowledge of Texas Commission on Environmental Quality regulations. Is able to perform fieldwork in uncomfortable physical conditions, including exposure to excessive heat / cold, odors, electrical currents, construction hazards, toxic agents, etc., and entering confined spaces and climbing to various heights. Is able to communicate professionally with other City and County departments, property/business owners, engineering/development and construction/real estate professionals, contractors, etc., in order to accomplish goals and complete projects. Is able to work under stressful conditions related to balancing multiple projects within the constraints of time available. Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy. Is able to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to learn and utilize new skills and information to improve job performance and efficiency. Is able to prepare required reports and records with accuracy and in a timely manner. Has thorough knowledge of proper English usage and basic mathematics. Has knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for records management. Has knowledge of how to react calmly and quickly in emergency situations. Is able to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Education and Experience: Requires a high school diploma or GED equivalent supplemented by three to five years of experience in Public Works/Parks. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
