SALARY RANGE: $74,803.00 - $119,684.00 ANNUALLY

PROBATION: All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
POSITION OVERVIEW
The Assistant Real Estate Officer (The Assistant REO) works collaboratively within the Comptroller's Office and with other agencies and offices of City government to represent the interests of the City and citizens of Baltimore in real estate transactions. The Assistant REO conducts the business of the office in a manner that enhances the transparency, accountability and efficiency of government.
The Assistant REO is a non-civil service position of trust reporting to the Deputy Director of Real Estate within the Comptroller's Office of Real Estate. The position negotiates with internal and external stakeholders on behalf of the Comptroller's Office and other agencies and offices of City government, as well as providing consultation and technical support on real property transactions.
The Assistant REO works collaboratively with and for the Director and Comptroller's senior management team, as well as internal and external stakeholders to continuously improve and modernize government processes, demystify those same government processes, make information available to the public, and communicate clearly and proactively with our internal and external customers. The Department of Real Estate (DORE) adds value through its real estate experience, institutional knowledge, attention to detail, timeliness and thoughtful responses and recommendations to internal clients, external community and real estate partners. DORE responds effectively to everyday challenges through our administrative and analytical work in service to the people of Baltimore City.
The Office of the Comptroller challenges itself to performance improvement goals just as it asks of all City offices and agencies. The Office is modernizing systems focusing on continuous improvements that will support and increase transparency, information accessibility, government accountability and efficiency.
ESSENTIAL FUNCTIONS
Leadership/Management:
* Advises, informs and supports the Deputy Director and Director of Real Estate.
* Manages a portfolio of specific assigned real estate transactions including acquisitions, dispositions, leases, and tax certificate sales.
* Works collaboratively within the Real Estate office Its operations and staff currently including 5 real estate officers and 1 data manager.
* Assists Deputy Director and Director in providing guidance and real estate brokerage services for city agencies in need of space in publicly or privately owned facilities, assisting with determining requirements and negotiating terms with the landlord or tenant.
* Prepares reports, informs and drafts project descriptions and decision memos, and represents the Office on workgroups, committees and task forces at key stages in real estate transactions.
* Support and/or leads as required the negotiation of complex real property transactions
* Supports liaison with City Departments, Boards, City Council Committees, and real estate dealers concerning the purchase, sale and rental of properties.
* Represents Deputy Director and Director as required to support standing real estate committees and ad hock work groups currently including Tax Sale Work Group, Surplus Schools Work Group, and the Land Bank Work Group.
Supports the Director and Deputy in the following operational areas:
* Reviews/Analyzes/Drafts reports, recommendations and decision memoranda supporting fiscal and program decision makers at key stages in a real estate transaction.
* Analyzes/Reviews/Drafts reports or recommendations on Request for Proposals, Tax Increment Financing Proposals, Payments in Lieu of Tax Proposals, and real property sales & use transactions.
* Negotiates/Reviews/Prepares lease agreement renewals and amendments, monitors for compliance with the terms on behalf of the Director.
* Keeps department operational procedures current including research of best practices supporting recommended changes.
* Collaborates closely with City Law Department to develop, inform and refine transactional documents to safeguard the City's interests in real estate transactions
* Writes/Reviews/Approves correspondence concerning real estate property negotiations and transactions.
* Collaborates with the Policy/Communication Team to review and inform public engagement and statements regarding real estate transactions including responses to press inquiries.
* Collaborates with the Policy/Communication Team in support of council and community engagement ensuring clear lines of communication throughout the life cycle of a potential real estate transaction
* Research property records for mortgages, liens, deed restrictions, to determine available for disposition.
* Negotiates and facilitates the execution of amendments or other agreement modifications.
* Supports inventory of all available properties in real estate portfolio.
* Prepares lease abstracts and other synopsis and tracking of various real estate development projects
* Provides oversight of Board of Estimates submissions on behalf of office
* All other duties as assigned
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor's degree in a related field from an accredited college or university.
AND
EXPERIENCE: Have five (5) years of experience in public or private Economic Development, Property/Asset Management or Real Estate Development.
OR
NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS: Applicant must have their own transportation or access to transportation to meet with clients, attend community meetings, visit project sites, and attend off-site meetings and events. Work is performed as required to complete assigned projects and may require extended hours beyond a conventional workweek.
KNOWLEDGE, SKILLS, AND ABILITIES
* Collaborative leadership skills with demonstrated capacity to build relationships and teams that positively influence transactional progress and milestone decision making
* Experience as part of a team managing/negotiating complex, high value real property transactions
* Experience navigating landlord/tenant relations, including common issues surrounding lease payments, property maintenance and responsibilities, and novel issues that arise that are not contemplated in the lease documents.
* Commercial leasing and brokerage experience a plus
* Demonstrated knowledge of current local real estate market and national trends
* Project budget management experience tracking income and expense for individual properties as well as an aggregate property portfolio.
* Experience with maintaining, improving and/or securing property a plus - including unoccupied property - including the review, selection and/or monitoring of contractors and consultants to perform work.
* Well organized, with the ability to adhere to filing and document retention protocols and quickly and efficiently locate requested documents and property details.
* Works well in both a team environment and independently, and maintains a positive attitude and demeanor focused on problem solving
* Exhibits effective and confident verbal and written communication.
* Ability to prepare clear and concise memos, summary documents and reports as may be required by the Deputy Director, Director or other personnel.
* Demonstrates strong, ethical character and passion for the organization's mission.
