Duties

This position serves as the Assistant Regional Director sharing in the responsibilities of the Regional Director in the management of assigned programs within the Interior Region 8, Lower Colorado Basin.

The primary duties of this position are:

* Performs as acting Regional Director in the absence of Regional Leadership with primary line supervision of the Regions Power Operations, Engineering Services, Natural Resources, Security, Safety and the operation of the Phoenix and Lower Colorado Dams Area Offices.

* Plans, organizes and directs the operations of the offices and assigned programs (listed above). Determines program goals, objectives, and priorities; allocates resources and delegates authority and responsibilities.

* Leads and implements Region's strategic plan focused on organizational improvement, including accountability for metrics, milestones, and measures. Leads policy development and implementation.

* Serves as a member of the Regional Director's key management team and represents the Regional Director in meetings, conferences, and public appearances.

* Develops and maintains effective working relationships with internal customers, water and power contractors, and other stakeholders.

* Supervises and manages the majority of programs through subordinate managers. Ensures effective teamwork, honors merit principles, and leverages diversity.

* Interprets Reclamation policy for offices managed in areas such as operating guidelines and program priorities and ensures their information is communicated down through the organization.

* Develops plans for major organizational changes that have considerable impact on key positions, operating costs, and traditional work methods.

* Develops and maintains working relationships with various parties including helping to resolve any conflicts within their respective directorate, other offices and divisions, other Reclamation offices, and with other Federal and state agencies.

Qualifications

GS-15: In order to qualify for the GS-15 grade level, your resume must clearly reflect one year of specialized experience equivalent in complexity and difficulty to the GS-14 grade level. Be sure your resume reflects all four items below - HR may not make assumptions.

Specialized Experience for GS-15: Defined as experience with 1) water or power or natural resource management operations 2) applying principles and practices of a variety of administrative, professional or technical fields (such as, water resources management/planning, water operations, power resources management/planning, power operations, finance/budget, human resources/EEO, contracts/procurement, IT, or security; 3) coordinating programs collaboratively with organizations having varied and overlapping responsibilities and differing concerns and priorities; and 4) supervising subordinate staff.

Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication. Additional information on supervisory competencies:

Initial Probationary Period: You may be required to serve an initial probationary period.

Supervisory Probation Period: You may be required to serve an initial supervisory probation period.

Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Current Reclamation policy requires employees to report to the official duty station for at least 50 percent of their regularly scheduled tour of duty per period (2 weeks). Full time telework or remote work is not available for this position.

Relocation: Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on how well you meet the qualifications listed in this announcement.
