Must be able to perform essential job functions with or without reasonable accommodation. 2. Bachelor's degree in Accounting or accounting courses; progress toward CPA expected. 3. Five years experience in New Jersey Public School business office or auditing firm with participation in audits of New Jersey Public Schools. 4. Demonstrated proficiency in microcomputer fiscal analysis and spreadsheets. 5. Ability to work with limited supervision and exercise independent judgment. 6. Ability to work effectively with staff, parents, community members, and students to maintain and strengthen sound human relations for the improvement of the school program. 7. Demonstrated ability to work harmoniously in a multicultural, diverse community. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable. Essential Functions of Position: 1. Assist the School Business Administrator/Board Secretary in the administration of the fiscal affairs of the school district. 2. Directs the preparation, review, and distribution of detailed and complex capital project financial analyses and management reports that provide information on status of budget/expenditure, appropriations, source/availability, and projected revenues and expenditures. 3. Monitor the district's position control processes. Administer a system for coding jobs. Monitor allocation of jobs to various cost centers and funds. Verify new and relocated jobs, ensuring proper account and coding. 4. Serve as a resource for questions regarding budgets, position control, APUs and related information. Provide technical expertise and direction regarding budget and staffing level issues and discrepancies. 5. Assist in facilitating the budget development process. Research and gather information about FTEs, projected overhead and details for expenditures within various funds. Work with departments and sites to develop and critique budget proposals. 6. Set up and control general ledger accounting system in accordance with GAAP and New Jersey regulations. 7. Prepare financial reports at regular intervals, including the monthly secretary's reports, reports to grant agencies and the Comprehensive Annual Financial Report (CAFR). 8. Supervise accounts payable, accounts receivable, oversee budget transfers and disbursement adjustments and the preparation of business office reports, including tax reports. 9. Perform interim audits of student activity funds. 10. Supervise collection and deposit of all revenue, investments, and monthly report of same, including bank reconciliations. 11. Provide bookkeeping and accounting services essential to the preparation and administration of the school district budget. 12. Supervise effective inventory control and the fixed asset accounting system. 13. Assist in the investment and cash management of district funds, maintain related records and prepare all appropriate reports. 14. Perform fiscal grants management activities in support of categorical programs. Ensure timely cash flow from grantors. 15. Expedite the annual audit by serving as liaison with the Board-approved auditor and providing records as requested. 16. Oversee financial activities and the account and bank reconciliation for Food Service, Community Education, and other ancillary funds, and the accuracy of reimbursement vouchers for the Food Service program. 17. Perform the functions of the Board Secretary in the absence of the School Business Administrator/Board Secretary. 18. Implement the professional improvement plans as specified in the observation and/or evaluation reports. 19. Perform, as assigned by the Superintendent or his/her designee, additional or alternate duties that may add to the effectiveness of the education program of the Teaneck Public Schools.
