Position Title: Assistant Superintendent/ Buildings and Grounds

Department(s): Parks and Recreation

Reports to (Title): Superintendent of Parks and Recreation

PRIMARY JOB FUNCTIONS:

Incumbent serves as Assistant Superintendent / Buildings and Grounds with primary responsibility for overall operation of the Parks and Recreation Department including performing general maintenance and repairs and supervision of work crews.

ESSENTIAL JOB FUNCTIONS:

1. Assists Superintendent with oversight of all department operations, including revenue and expenditure activities, evaluation of facilities, programs, employees, and coordination of all department activities.

2. Directs work crews and assists in maintaining park structures and grounds routinely painting, mowing, fertilization, and spraying grass areas, trimming and cutting shrubs and trees.

3. Oversees and supervises full-time, part-time, and seasonal employees, including hiring scheduling, disciplining, and regularly evaluating employee performance.

4. Repairs and constructs park equipment such as piers, benches, picnic tables, playground equipment, signs, trash barrels, and walk boards.

5. Prepares weekly, monthly, and annual reports on departmental activities and services, makes recommendations of policy and operational changes as needed.

6. Maintains regular communication with department professional and non-professional staff regarding department activities and project status, and offers technical assistance as needed.

OTHER JOB FUNCTIONS:

1. Represents department before various Boards and Commissions as needed, including Parks & Recreation Board, Prairie Creek Reservoir Board & City Council.

2. Repairs and constructs park structures and equipment such as ball diamonds, basketball courts, playground equipment, signs, and trash barrels.

3. Ensures the proper functioning of park vehicles and equipment by performing necessary repairs and maintenance.

4. Removes trash and debris from various park locations, using appropriate equipment.

* Purchases all cleaning supplies, paper products, insecticides, pool supplies, hand held mowing and trimming equipment, and any other items as directed by the superintendent.

PHYSICAL AND MENTAL REQUIREMENTS:

1. Ability to analyze and interpret a wide variety of data and information, drawing appropriate inferences and conclusions. (M)

2. Thorough knowledge of department functions and ability to direct operations and staff consistent with program goals. (M,P)

3. Ability to express thoughts and ideas in a clear and effective manner, both orally and in writing. (M)

4. Working knowledge of an ability to apply standard construction related practices and technique. (M,P)

5. Working knowledge of and skill in the operation of light and heavy equipment such as various lawn mowers, tractors, saws, and small hand tools. (M,P)

6. Working knowledge of mechanics and ability to perform preventative maintenance and minor repairs to light and heavy equipment. (M,P)

7. Working knowledge of safety procedures for working in or around light and heavy equipment. (M,P)

8. Ability to effectively supervise, direct, and train department full-time and seasonal staff. (M,P)

9. Ability to interact with general public in a professional and courteous manner both orally and in written form. (M,P)

10. Possess a valid driver's license. (M,P)

11. Ability to do moderate lifting between 10 - 50 pounds. (P)

EDUCATION AND EXPERIENCE:

Must possess the understanding and application of an existing body of knowledge and practices involving construction, and groundskeeping. Incumbent must accurately determine and ensure the correction of deficiencies in the condition of park structures and equipment. Incumbent is responsible for planning and directing maintenance and repair projects and supervision of department full time and seasonal work crews.
