  • Reporting to the Superintendent, the Assistant Superintendent of Teaching and Learning plays a critical leadership role in overseeing and guiding all instructional programs and special education services across the District. This individual collaborates with administrators, teachers, staff, parents, and community stakeholders to foster an inclusive, high-quality learning environment. The Assistant Superintendent for Teaching and Learning directs and oversees a wide variety of services provided to support teaching and learning at the OAISD and in the local school districts served by OAISD.
Essential Job Functions
  • Lead and oversee all Teaching and Learning activities of the OAISD across General Education, Special Education, and Career and Technical Education for PreK-12 through adult students
  • Lead and operate Special Education programs and services for learners birth to 26 years of age including Early On, Parents As Teachers, Sheldon Pines School, Ottawa Area Center and Young Adult Services
  • Lead and operate Career and Technical Education Programs for high school age students at the Careerline Tech Center and adult students at Thompson M-TEC
  • Coordinates the provision of services to local school districts including Help Me Grow Ottawa, Great Start Collaborative, Great Start Readiness Program, Special Education Compliance and Technical Assistance, Multi-Tiered Systems of Support, School Improvement, Literacy, Math, Behavior, Multilingual Learners, Instructional Technology, Future Prep'd, and Work Based Learning.
  • Ensure that teaching practices, curriculum, and instructional programs are aligned with state and federal guidelines
  • Provide instructional leadership, compliance and consultative services to local school districts, charter schools, and parochial schools within the OAISD service area in support of their efforts to educate students
Responsibilities and Duties Instructional Leadership:
  • Lead the development, implementation, and evaluation of instructional programs to improve student achievement across the District
  • Provide guidance and professional development opportunities for principals, teachers, and instructional staff to enhance teaching quality and student learning outcomes
  • Promote innovative instructional strategies and the integration of technology in classrooms
  • Oversee the District's curriculum development, review, and alignment with state standards
Special Education Oversight:
  • Ensure compliance with federal and state special education laws (e.g., IDEA) and regulations
  • Oversee the development and implementation of Individualized Education Programs (IEPs) and Section 504 plans for students with disabilities
  • Collaborate with special education staff to provide appropriate services, accommodations, and support to students with special needs
  • Advocate for inclusive practices and ensure equitable access to quality education for all students
Career and Technical Education Oversight:
  • Provide strategic leadership and vision for all CTE and Adult Education programs within the ISD that prepare students for post-secondary education and career opportunities.
  • Oversee the implementation of state and federal laws governing CTE and Adult Education, including Carl D. Perkins Career and Technical Education Act, Workforce Innovation and Opportunity Act (WIOA), and other applicable regulations.
  • Ensure that CTE and Adult Education programs meet the Michigan Department of Education's standards for curriculum, instruction, and assessment.
Early Childhood Education Oversight:
  • Provide strategic leadership for programs like Head Start, Great Start Readiness, early intervention, and preschool special education services.
  • Oversee the design and implementation of Early Childhood programs in accord with state standards and requirements, ensuring alignment with Michigan's early childhood guidelines
  • Build strong relationships with families and communities, promoting family involvement in children's education.
  • Partner with community agencies and organizations to provide resources and wraparound services (e.g., health screenings, mental health services).
Collaboration and Stakeholder Engagement:
  • Work closely with school administrators, teachers, and parents to address challenges and opportunities related to teaching, learning, and special education
  • Engage with community organizations and external stakeholders to foster partnerships that support student learning and special education services
  • Serve as a liaison between the district, state education agencies, and other governmental entities regarding educational initiatives and compliance issues
Data-Driven Decision Making:
  • Analyze student performance data, including special education outcomes, to inform instructional decisions and resource allocation
  • Lead the District's efforts to use data to improve teaching strategies, professional development, and program effectiveness
  • Monitor and report on the effectiveness of educational programs and special education services
Budget and Resource Management:
  • Assist in the development and management of budgets related to curriculum, instruction, and special education services
  • Ensure appropriate allocation of resources to support the district's educational priorities, including the needs of students with disabilities
  • Seek out grant opportunities and additional funding sources to enhance instructional programs and special education services
  • Work closely with the OAISD special education funding committee to ensure stable funding and resource management for special education programs throughout the region
Compliance and Accountability:
  • Ensure that all District programs, including special education, meet state and federal guidelines
  • Lead the district's efforts in continuous improvement, including accreditation, audits, and compliance reviews
  • Develop and update policies related to curriculum, instruction, and special education, ensuring alignment with state and federal regulations
Professional Development:
  • Lead the design and delivery of professional development programs for staff focused on best practices in instruction, curriculum design, and special education
  • Mentor school administrators and instructional leaders in implementing teaching and learning initiatives
Qualifications and Skills Education: Master's or Doctoral degree in Education, Educational Leadership, Special Education, or a related field. Certification: Valid Michigan School Administrator Certificate. Special Education Administrator Certification with full state approval in at least one area of Special Education strongly preferred. Experience:
  • A minimum of 5 years of administrative leadership experience, preferably in special education and/or curriculum/instruction roles.
  • Full approval as an administrator in the State of Michigan required.
  • Proven experience in supervising educational programs and services, including special education.
  • Strong understanding of state and federal special education regulations, funding, curriculum development, and instructional practices.
  • Strong understanding of state and federal vocational/technical education regulations, funding, curriculum development, and instructional practices.

Compensation
  • Salary: $174,000 - $184,000.
