Salary: NegotiableLocation : Baton Rouge, LAJob Type: ExecutiveJob Number: ASRPF2024Department: SuperintendentDivision: SuperintendentOpening Date: 09/23/2024FLSA: ExemptGeneral SummaryUnder general direction of the Superintendent, the Assistant Superintendent position is responsible for providing leadership and management to all the divisions of Recreation to include: Recreation Facilities and Programs, Special Facilities and Programs, Aquatics, Athletics, Adaptive, Adult Leisure, Outdoor Adventure, Evaluations, and Community Events. The Assistant Superintendent will be responsible for strategic facility and program planning, implementing action plans, standards of operations, developing strong sustainable relationships with community stakeholders and building a cross functional team that works together to deliver quality recreation innovative programs parish wide, to achieve objectives following BREC's Master Plan. The incumbent will have 5-6 direct reports that oversee a staff of 400 employees (full-time, part-time, temporary seasonal) exercise independent judgment in determining priorities and be responsible for an approx. $16 million-dollar annual budget. Requirements and Job Specifications Education Required: Graduation from an accredited 4-year college or university. Preferred: Master's degree from an accredited college or university. Area of Study (major) Required: Recreation, Park Resources, Park & Recreation Management, Public Administration, Leisure Services, or closely related field. Preferred: Park & Recreation Management/ Public Administration, Leisure Services, or closely related field. Certification(s) Required: Certified Parks and Recreation Professional (CPRP), through National Recreation and Parks Association. Must be able to obtain within six months of hire. Preferred: CPRE (Certified Parks and Recreation Executive) through NRPA License(s) Required: Valid driver's license. Must be able to obtain valid Louisiana driver's license within six months of hire Years Relevant Work Experience: Minimum of eight (8) to ten (10) years of progressively responsible experience in public parks and recreation and/or management of similar activities, including five (5) years leadership experience at senior level management preferably in an organization of comparable size and complexity. Equivalent combination of education and/or experience will be considered Preferred: Ten (10) or more years related experience, at least five (5) in the field of recreation and leisure services. Knowledge, Skills and Abilities:
  • Knowledge of principles and current trends for creative and innovative recreation program development knowledge of the theory of leisure program development; programming concepts, procedures and techniques used.
  • Knowledge of facility & recreation management practices and standards of operation.
  • Knowledge of community recreation programs, land use and park operations and practice.
  • Experience in creative program planning and administration, policy development, and community development Comprehensive understanding of program development, planning, implementation and evaluation
  • Excellent written, presentation and verbal communication skills with a proven track record of establishing effective working relationships of coworkers, employees, community leaders, general public; collaborate with diverse constituent groups & audiences to achieve mission.
  • Strong executive leadership skills such as decision-making, delegation, coaching, organizing, and time management, and conflict resolution skills
  • Staff development experience with the ability to assess employee performance and recommend improvements through coaching.
  • Ability to prepare comprehensive reports and documents such as Annual Reports, Monthly Attendance and Program Reports, letters and correspondences;
  • Ability to develop, monitor and administer a budget and effectively interpret and justify operational and capital budget proposals to the Commission and to the general public.
  • Ability to create, plan, implement and evaluate a wide variety of innovative programs and Special Events Ability to be a visionary leader, with experience in leading change, enhancing visibility and alliance development to build a consensus among the many diverse stakeholders.
  • Ability to understand and implement the Strategic Planning Process.
  • Ability to negotiate performance contracts, sponsorships and understand the procurement process
  • Ability to analyze, evaluate and investigate complex operational & administrative problems and develop and implement corrective actions/resolutions.
Functions and Duties Essential Functions and Duties:
  • Provides leadership, management and is responsible for the Recreation Program and Facilities Area, to include: Aquatics, Athletics, Outdoor Adventure, Special Facilities, Evaluations, Adaptive, Adult Leisure and Community Resources.
  • Assess community needs and priorities and develop recommendations and action plans based upon professional standard and judgement.
  • Coordinates the activities of the Recreation Area with all BREC Departments.
  • Networks with internal/external agencies, neighborhood associations, community organizations, and citizen and advisory councils to coordinate services throughout East Baton Rouge Parish; insure programs are in place to serve all segments in the community.
  • Follows current recreation program trends at the community and national level; Develops and implements program standards, policies, procedures and guidelines for all programming and recreation center and facilities operations with specific and defined outcomes to attract a diverse population; ensure access to services to all parish residents regardless of race, gender, age, income or abilities; operate consistently high-quality programs.
  • Determine budget goals based on trend/experience
  • Develops program strategic plan and program delivery for implementation
  • Develop Agreements with partnering agencies
  • Develop and implement operations manuals and standard operating procedures for all recreation centers and facilities
  • Evaluate and review program outcome measures to utilize facility to fullest potential and offer a variety of services, events and programs.
  • Facilitates the flow of information across department and division staff
  • Investigates complaints of general public and makes recommendations for resolution
  • Investigates unsafe conditions and takes action for correction as necessary
  • Serves as spokesperson to promote Parks and Recreation in the community; serve as advocate for healthy lifestyles for individuals and families.
  • Prepares and monitors the budget to include forecast revenue and expenses for recreation relate budget to specific program objectives and outcomes; provides specification and justification for additional budget requests.
  • Ensure procedures are in place and followed to properly account for funds; ensure efficiency and effectiveness of program budget; prioritize and manage spending.
  • Organizes the work of the Area of Responsibility and develop management practices; identify objectives and desired outcomes; develop action plans to accomplish specific objectives. Recommends policies to achieve mission, vision and values.
  • Oversees the management and supervision of all recreation employees to include recruiting, hiring, training, performance planning, conducts and approves performance evaluations, feedback and coaching, disciplinary actions and dismissal.
  • Oversees the facilities Safety, Security and Emergency Responses Plans and conducts inspections
  • Lead and motivate by personal example.
  • Performs Cost Analysis of all Programs, facilities and services utilizing results for fees and charges, adjustments and adjustments to operating budget.
  • Performs field inspections of projects underway.
  • Monitors the work of contractors for compliance.
  • Provides input concerning capital improvements to the facilities.
  • Pursue alternate sources of funding such as grants and sponsorships.
  • Plans, develops and conducts staff in-service training to include research and evaluation of new and existing programs, services, special events, facilities, park areas, and community trends; analyze organization and community needs and issues; interpret program results and performance outcome measures and make logical recommendations based on findings.
  • Continuously monitor and evaluate the efficiency and effectiveness of system methods, procedures and programs; establish and implement opportunities for improvement to ensure successful operation of the agency programs and services.
  • Oversees agenda for the Recreation Committee and attends meetings of the BREC Commission, Community, Advisory Committees, as well as professional conferences, as a representative of the department
