Purpose: The Assistant Superintendent of Teaching, Learning, and Student Services provides leadership, advocacy, and support to the secondary school principals, instructional coaches, and lead teachers across the district. The Assistant Superintendent of Teaching, Learning, and Student Services will supervise, evaluate and coordinate the development of district curriculum, instructional programs, and professional development within the USD 253 school district. To accomplish these tasks, the Assistant Superintendent of Teaching, Learning, and Student Services must work closely with the community, staff, and administration of USD #253 and collaborate with the directors of the Department of Teaching, Learning and Student Services to assure a seamless alignment of PreK through graduation.

General conditions: 12 months, running July 1 to June 30

Qualifications:

Masters degree from an accredited college/university.

Current Kansas State Licensure with endorsement appropriate to the assignment on file in the Central Office.

Three or more years of successful educational leadership experience at a building or district level.

Essential Functions:

* Provide professional leadership in organizing, administering, supervising and evaluating the effective delivery of district, At Risk, and other federally supported programs.

* Supervise and facilitate improvement in student achievement through research, evidence-based practices, professional development, and supervision of the districts instructional programs.

* Effectively communicate scientifically-based research strategies to all members of the district and community.

* Plan, integrate, and oversee curriculum and instruction services provided to the districts students and assure alignment PreK-12 by using relevant and researched- and evidence-based processes/procedures.

* Plan, integrate, and oversee intervention services, special education services, and 504 Plans provided to the districts students by collaboratively working with the districts building teams and the Director of Student Services.

* Review, evaluate, and restructure instructional programs and technology integration plans as necessary based on scientifically research-based practices to achieve efficiency and effectiveness to support school improvement efforts.

* Coordinate efforts to integrate Kansas and district curriculum standards, the 21st century learning skills, Career Technical Education, Individual Plans of Study, and career pathways into the local curricula and assist in district curricula approval.

* Serve as a resource to and advocate for building administrators.

* Assure professional learning needs of all employees (general education and special education) are job embedded; support the school districts goals, initiatives, and processes; are aligned to the adopted USD 253 instructional framework and tiered intervention model; are cyclical in nature; and that professional learning is evaluated regularly through needs assessments and satisfaction surveys.

* Assume responsibility for the overall professional learning framework PreK-12.

* Participate in professional and/or civic organizations at state and local level as appropriate.

* Oversee the consistent implementation of the district approved appraisal process for USD 253 and the Flint Hills Special Education Cooperative staff.

* Consult with and provide support for building principals and the Director of Student Services concerning special education instructional staff.

* Help facilitate grant applications and proposals to support district mission, vision and goals.

* Oversee the application to conduct educational research within USD 253 by maintaining and following the developed process.

* Lead the process for selection of district instruction and tiered intervention materials and resources to support all learners.

* Work effectively with building administration and instructional coaches to plan, implement, support and evaluate district initiatives in the secondary schools.

* Communicate effectively with all members of the schools, district, and community.

* Work effectively with community organizations and assist with community partnerships for students and staff.

* Oversee district special instructional programs.

* React to change productively and handle other tasks as assigned.

Physical Requirements/Environmental Conditions:

* Requires prolonged sitting or standing.

* Occasionally requires physical exertion to manually move, lift, carry, pull, or push heavy objects or materials.

* Occasionally requires stooping, bending, and reaching.

* Must work indoors and outdoors year-round.

* Must work in noisy and crowded environments.

* Requires ability to multi-task to see multiple projects through to completion.

* Requires some travel.

General Responsibilities:

* Support and facilitate the mission and vision of the Emporia Public Schools.

* Participate in the ongoing development/revision, implementation, and monitoring/assessment of district-wide professional learning framework as outlined by the Superintendent.

* Obtain instructional resources and materials through processes outlined by the Assistant Superintendent of Business.

* Assist in the selection and assignment of licensed and classified personnel through processes outlined by the Director of Human Resources.

* Effectively utilize the expertise of other district professionals and/or outside consultants to support or provide professional learning that improves teacher instruction and student achievement.

* Supervise/provide for the general welfare of students at school and at school activities; organize/supervise field trips; etc.

* Provide for effective programs and processes to support student conduct, attendance and academic progress.

* Develop and maintain documentation relative to program requirements.

* Organize the day/year to provide for efficient delivery of professional learning opportunities.

* Appropriately delegate duties for effective utilization of staff.

* Stay abreast of new technologies to facilitate and support staff and student learning, data management, and communication.

* Comply with legal and regulatory requirements as provided by state and federal law.

* Uphold and enforce board policy, administrative procedures, and school rules/regulations including but not limited to:

* Acceptable use of technology

* Sexual and racial harassment

* Child abuse reporting

* Health and safety including all precautions of the Bloodborne Pathogens Exposure Control Plan

* Communicate effectively with administrators, parents, staff, and community organizations with regard to student progress/needs.

* Interact with students, parents, and staff in a professional manner demonstrating tolerance of individual differences, patience, and sensitivity.

* Demonstrate professionalism through appropriate work habits, including regular and punctual attendance; accurate recordkeeping and timely submission of required reports; participate in building/district level committee tasks; contribute to MTSS/RTI/IEP/Section 504 Plan activities as necessary, etc.

* Respect the confidentiality of records and information regarding students, parents, and teachers in accordance with accepted professional ethics, and state and federal laws.

* Support the profession by mentoring aspiring teachers, administrators, and other support personnel.

* Maintain safe and well-organized instructional spaces.

* Be prepared to implement the District and/or Building Crisis Plan(s); actively participate in response drills.

* Respond to change in a productive manner.

* Strive to communicate the positive aspects of our school program to the public in word and deed.

* Other duties as assigned.

Salary Information

Base salary of $127,499 with additional compensation for work-related experience and level of education.
