JOB TITLE:Assistant Vice President, Contracting ServicesAGENCY:Construction & DevelopmentDEPT/DIV:Contracts/Contracting ServicesREPORTS TO:Vice President, Contracting ServicesWORK LOCATION:2 BroadwayHOURS OF WORK:9:00 AM to 5:30 PM or as required (7.5HR/ DAY)HAY POINTS:1142SALARY RANGE:$129,643 to $170,157 DEADLINE:Open Until FilledSummaryThe Assistant Vice President, Contracting Services is a senior-level position with a high authority level for decision-making, staffing, and budgeting for their functional area of responsibility within MTA Construction & Development's Contracts department. This position has decision-making authority over its functional area of responsibility within clearly defined policies, principles, and specific objectives in consultation with departmental management. It also has the latitude to consider developing plans, priorities, and processes to achieve goals. The Assistant Vice President of Contracting Services is responsible for supporting contracting activities within the Contracting Services Tower, such as Board presentation packaging and presentation and preparation of various departmental reports for internal and external use. ResponsibilitiesAVP 1 Area of ResponsibilityPrepares and submits Board packages and presentations and contract reporting for the agency.Prepares Departmental Reports required by C&D, MTA, and State and Federal entities.Interfaces with the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), MTA Inspector General's Office, NYS Comptroller, NYS Attorney General, and other State and Federal Offices conducting audits, inspections, and investigations of MTA activities.Understands and enforces regulations and policies about public works contracting and the MTA's funding partners, such as the NYS Office of Management and Budget, FTA, and FRA.Tracks and reports MTA Capital Commitments and Claims and Changes to MTA Executives and Board Members.Collaborates with MTA agencies and external organizations to monitor market capacity, procurement, and contracting timelines and strategies. Responds to Freedom of Information Law requests.Responds to audits and state and internal investigations.May serve as Acting or Designee for the Vice President, Contracting Services, in their absence.Recommends the best-contracting strategy for complex projects, managing the procurement process, and helping to realize the full benefits of those contracts post-award.Manages, implements, and resolves complexities related to reporting and regulatory requirements.Supports vendor award process to ensure compliance with all applicable laws, regulations, and policies.AVP 2 Area of ResponsibilityOversight of the Vendor Review Process in coordination with the MTA Department of Diversity and Inclusion. Develops and provides oversight of a contractor/consultant outreach program to increase the agency's pool of firms participating in MTA solicitations and MTA projects.Represents the agency at various forums to engage firms and provide instruction on doing business with the agency.Prepares lists of upcoming solicitations to be made publicly available.Oversee the procurements for special projects.Collaborates with MTA agencies and external organizations to monitor market capacity, procurement, and contracting timelines and strategies. Understands and enforces regulations and policies about public works contracting and the MTA's funding partners, such as the NYS Office of Management and Budget, FTA, and FRA.May serve as Acting or Designee for the Vice President, Contracting Services, in their absence.Supports vendor award process to ensure compliance with all applicable laws, regulations, and policies.Education and ExperienceBachelor's Degree in Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting, or related field.Masters or Juris Doctorate (JD) preferred. Must have a minimum of fourteen (14) years of related experience.Minimum of ten (10) years of experience in a management or supervisory role.An equivalent combination of education and experience may be considered.Substantial experience working in and with public sector procurement management principals, government project administration, and government/public contracts.Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.Proven leader as a change agent and creative/innovative thinker who can align business goals with solutions and drive process improvements.Proven experience working in a matrix organization with multiple clients, major local, state, and federal stakeholders, and business partners from various functional disciplines.Ability to multi-task and work cooperatively and effectively with stakeholders, executive management, board members, elected officials, and other stakeholders in a fast-paced environment to ensure favorable results for the agency.Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills.Excellent judgment and ability to work independently on matters of significant size and complexity.Ability to comprehend, analyze and interpret complex business documents.Proficient in Microsoft Office Suite and document management software.Other InformationAs an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement - annually if your position earns $105,472 (this figure is subject to change) per year if the position is designated as a policymaker.Selection CriteriaBased on evaluation of education, skills, experience, and interview.How to ApplyMTA employees must apply via My MTA Portal.
