At NYC Health + Hospitals, our mission is to deliver high quality care health services, without exception.The Assistant Vice President of Specialty Pharmacy makes key strategic decisions, in concert with the Senior AVP, Pharmacy Operations, regarding specialty pharmacy services, and oversees the specialty pharmacy program in its entirety. Areas of focus for this position will include all NYC H+H outpatient pharmacies as they relate to the handling and dispensing of specialty medications for patients with high touch disease states. He/she establishes the policies and processes used to guide specialty pharmacy operations across the health system to meet the organizational needs while helping to reduce costs and improve quality. The position requires strong leadership, and partnership skills, keen analytical skills, as well as strong writing and presentation skills.The successful candidate will have a strong sense of ownership, excellent inter-personal and problem-solving skills, and be interested in playing a meaningful role in the operation of a large, integrated healthcare delivery system.Summary of Duties & Responsibilities:Strategic Planning
  • Partners with senior leadership, site directors of pharmacy and other key stakeholders and subject matter experts to develop, maintain and assess all areas involving specialty pharmacy to ensure the health system is providing safe, optimal and cost-effective care for our patients.
  • Works with the corporate office, site directors of pharmacy and other key stakeholders to operationalize specialty prescription workflows throughout the sites to help drive consistency and efficiency.
  • Looks for areas of opportunities to streamline operations and increase safety.
  • Works closely with internal EITS teams and Epic to design and implement the most appropriate specialty pharmacy system builds based on best practices and clinical guidance.
  • Leverages data capabilities to drive decision making with a view on the future focus of the business, innovation and creativity, and efficiency improvements.
  • Initiates and develops the strategic plans, policies and procedures for areas of the business where there is need, including content and infrastructure.
  • Identifies and develops new business initiatives and opportunities consistent with the mission and strategic direction of the Health System under the direction of Senior Leadership.
  • Establishes and measures organizational performance against goals and objectives.
  • Leads daily operations, interprets changes in the marketplace, generates ideas, and participates in initiatives that increase our market advantage.
  • Defines aim, objective, metrics, and process measures to implement management controls and reporting procedures to ensure that the department has up to date situational awareness of all core issues and operating data pertinent to sound decision making.
  • Manages the complex interdepartmental and interdisciplinary relationships to help assure collaboration and effective/efficient operations within the institution.
Operational Performance
  • Oversees the development and maintenance of a Specialty Pharmacy Medication Formulary.
  • Conducts post-implementation assessment of specialty pharmacy enhancements and new pharmacy programs and operations to ensure desired changes are achieved.
  • Supports the implementation of operational and clinical pharmacy initiatives through liaising with facilities, clinical departments, committees (quality and safety), medical staff, and other key stakeholder groups throughout the Health System's continuum of care.
  • Assists with coordinating comprehensive services to include patient access to affordable pharmaceuticals and system applications that improve patient outcomes through safe and effective medication use.
  • Works with sites and patient assistance coordinators to decrease medication-related claim denials and outstanding claims.
  • Provides education to site and system stakeholders to drive optimal revenue capture.
  • Utilizes audit results, quality assurance reports and accident reports/ incident reports to improve quality and safety of service.
  • Responsible for ensuring compliance with all local, state and federal laws in addition to payor and limited distribution drug & REMS agreements.
  • Assists in obtaining and responsible for maintaining relevant specialty pharmacy accreditations and state pharmacy license(s).
  • Ensures that all pharmacy staff adheres to the laws, regulations, and guidelines pertaining to pharmacy practice.
  • Ensures facility compliance with all of the following: PBM, JCAHO, state board, Medicare, Medicaid or any other credentialing body.
  • Ensures all pharmacy teams understand 340B program and maintain 340B compliance.
HR Development
  • Hires, trains, supervise, counsels and evaluate direct reports.
  • Mentors developing Operational Leaders on performance Improvement techniques including assisting with strategic planning of initiatives focused on Health System priorities.
  • Manage staff development and training with a focus on productivity, staff retention, travel and expense, billability.
  • Conducts and submits annual performance appraisals.
Analyzes business needs and ensures that functional and technical requirements are documented.
  • Develops KPIs and dashboards to create transparency, monitor success metrics, project status and support financial reporting.
  • Drives excellence in Net Promoter Score results from patients, caregivers, and relevant stakeholders.
  • Develops POCs, Project Charters, Project and Business Plans.
  • Prepares routine project status reports.
  • Provide regular project status information to team members, including attending required meetings and following-up on action items.
Supports short and long term operational/strategic specialty pharmacy business activities - by developing, enhancing and maintaining project information and models. Also develops and implements effective/strategic business solutions through research and analysis of data and business processes. Develops and manages best-practices and tools for performance improvement plan execution and management. Identifies and manages performance improvement dependencies and critical path issues.Serves as an operational resource for internal team members for expedited problem identification and resolution, provision of project-specific updates, team interactions and deadlines.Minimum Qualifications1. A Master's degree in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, n, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or2. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or3. A satisfactory equivalent combination of education, training and experience.   • Excellent communication, leadership, interpersonal and presentation skills, required.
  • Ability to formulate, develop and implement pharmacy service programs and to direct and supervise pharmacy service personnel and staff activities.
  • Ability to work effectively with facility leadership, medical personnel, and to coordinate Pharmacy programs and activities throughout the facility.
  • Seven (7) years of satisfactory, full-time experience as a Licensed Practicing Pharmacist, of which at least five (5) years shall have been in an administrative, managerial and supervisory capacity in a Specialty Pharmacy in a hospital, health or medical care facility
  • Experiencing obtaining and maintaining specialty pharmacy accreditations (URAC/ ACHC)
  • Specialty Pharmacy Operations and Management
  • Bachelor's Degree in Pharmacy OR Pharm.D required.
  • MBA, MHA, or MPH
  • Current license and registration in good standing to practice Pharmacy in New York State, required.
