Job Description:
Carlow University is currently accepting applications for our Associate Chief of Finance position. The Associate Chief of Finance will be an experienced, entrepreneurial, and strategic leader to assist in overseeing all aspects of the finance, business planning, compliance and accounting functions of the University. This position will report directly to the Vice President of Finance and Business Development and will serve as a member of the President's Executive Council (PEC). This position provides leadership for and oversight of the University's financial services and will work collaboratively with the University community to achieve the University's goals in the context of its mission. This role will oversee various compliance related matters by monitoring and identifying trends, and variances, ensuring compliance; and recommending actions that support the institution's strategic initiatives. Essential Functions:
  • Collaborate with the University community in developing and executing a broad vision and strategic plan for the University. Ensure institutional effectiveness in the leadership and formulation of strategic and operational goals.
  • Assume responsibility for planning, implementing, and managing all financial-related activities to support and enhance the institution's mission, accounting, finance, budgeting, forecasting, strategic financial planning, cost benefit analysis, audit activities, financial reporting, procurement analysis, and debt financing and management.
  • Oversee the financial activity of auxiliary cost centers and provides VP of Finance and Business Development profit and loss statements. Sets guidelines, protocols, and compliance regulations in relationship to budget management.
  • Responsible for providing strong project leadership with Community of Partners Series (CoPS) in the development of tuition and fee pricing. This includes benchmarking local universities, measuring products, services, and processes. Identifies internal resources available, while analyzing current revenue model to benchmark data.
  • Manage and assist fund managers with endowment and restricted fund spending. Analyzes and makes recommendations for utilization of these funds to maximize operating account spending. Ensures compliance with all government regulations applicable to accounting and fund management.
  • Assist with capital solution planning for the Office of Finance while working alongside the Sr. Director of Capital Planning & Real Estate, University Controller and Director of Budget and Financial Planning.
  • Assist with identifying and developing new business opportunities. Develops and strengthens internal and external partnerships. Provide strategic leadership for value added partnerships.
  • Evaluates existing partnerships that will lead to increased operating margins.
  • Assist with overseeing all investment and financing activity including the management of line of credit, endowment, investment accounts and loans with a strong commitment to stewardship of funds.
  • Provide oversight, advice and strategic analysis with respect to university benefits in collaboration with the Associate Vice President & Chief Human Resource Officer,
  • Assist the Vice President of Finance and Business Development with the proposed annual budget timeline and Department Decision Form Proposal (DDFP). Communicates to the broader university and key constituents during the budget formulation process while working alongside the University Controller and Director of Budget and Financial Planning.
  • Assist with the creation of a salary by position budget and works alongside the Associate Vice President & Chief Human Resource Officer and Director of Budget and Financial Planning.
  • Ensure that the University maintains proper internal controls and financial policies and guidelines. Regularly collaborate with the VP of Finance and Business Development.
  • Attending all Financial Oversight (FOC) and Endowment and Retirement Benefits Board Committees' (ERBC) meetings and prepares to provide the committee with updates.
  • Ensure compliance with federal, state, local, and organizational laws, regulations, guidelines, and best practices, including but not limited to tax laws, generally accepted accounting principles (GAAP), federal acquisition regulations (FAR), and cost accounting
  • Perform other related duties as assigned.
MINIMUM RELATED EXPERIENCE REQUIRED:
  • Minimum ten years of demonstrated leadership experience, including managing staff in a financial and administrative role, with increasing levels of responsibility and demonstrated accountability.
MINIMUM EDUCATION LEVEL REQUIRED:
  • Bachelor's degree in accounting, finance or business from an accredited college or university is required. Master's degree, preferred.
  • In lieu of an advanced degree, candidates with extensive experience in comparable positions at higher education institutions of similar size and scope will be considered.
  • An equivalent combination of education and experience may be considered.
Preferred Qualifications:
  • Extensive financial and budget management experience in an institution of higher education.
  • Strong leadership and strategic planning abilities.
  • Ability to project a strong positive image of the University through interaction with all constituencies conducting business with the University.
  • Capacity to establish clear goals, procedures, and priorities across different areas, to meet the finance offices' outcomes and aligns to the institution strategic plan.
