To achieve that, we align our hiring strategies with the company's core values of integrity, service, value, health and safety, respect and collaboration, and corporate citizenship.Job Description:The Associate Construction Project Manager (CPM) is responsible for construction management oversight of projects supporting Cal Water's Engineering, Capital Delivery team. The CPM supports the PM during the construction phase and reports directly to the Construction Program Quality Manager. This role serves as the construction manager during the construction phase and coordinator for multiple concurrent complex projects throughout the State of California, responsible for construction project quality, safety, schedule, and budget performance per contract requirements.ESSENTIAL FUNCTIONS:
  • Manage the construction phase of assigned projects using in-house staff, consulting firms, and construction contractors.
  • Establish the scope of CM Services and Inspections, and manage agreements for geotechnical services, construction management, and inspection during the construction phase.
  • Coordinate permit activities in the field, including inspections and closeout of permitting obligations.
  • Manage field coordination with third-party utility connections needed onsite.
  • Conduct complex field assignments involving the development, execution, supervision, and coordination of all technical aspects of a construction project.
  • Conduct meetings with internal departments, architects/engineers, consultants, and other stakeholders to coordinate all aspects of the construction phase of a project.
  • Support the PM in the preparation and review of bids.
  • Conduct design plan constructability reviews.
  • Manage construction phase issue resolution.
  • Monitor progress of work by contractors and provide approval recommendations on monthly progress payment applications.
  • Administer construction contracts, negotiate with contractors, and issue change orders.
  • Enforce compliance with plans, specifications, bid documents, and contract provisions.
  • Review and recommend responses to submittals, RFIs, and other project correspondence.
  • Prepare and administer non-compliance notices for work not conforming to contract requirements.
  • Perform quality assurance inspections of the contractor's work.
  • Ensure compliance with relevant laws, rules, contracts, ordinances, regulations, and guidelines.
  • Responsible for construction phase safety compliance and supports a strong safety culture.
  • Prepare and present reports and communicate effectively both in writing and verbally.
  • Build and maintain professional working relationships with other departments, vendors, and the public.
  • Support the PM and Construction Program Quality Manager in analyzing proposed changes and claims.
  • Maintain current and timely change order management and documentation.
  • Monitor construction work progress and drive schedule recovery as needed.
  • Participate in the development of Cal Water's Construction Phase Project Delivery processes and procedures.
  • Assist in the development of long-range vision and strategic planning processes for the Capital Delivery Construction phase team.
  • Provide recommendations for the improvement of construction program policies and procedures.
  • Participate in the Company's Continuous Improvement program.
  • Perform other duties as assigned.
  • Maintain communication with the project's PM and adhere to PM guidelines.Minimum Qualifications:
    • Bachelor of Science degree in Engineering, Construction Management, or related field from an accredited college or university.
    • Registered as Professional Engineer in the State of California (PE).
    • Advanced journey level engineering work experience.
    • Certification as a Water Distribution or Water Treatment Plant Operator desirable.Required Knowledge, Skills and Abilities:
      • Knowledge of general project delivery and management.
      • Experience managing and coordinating contractor construction activities.
      • Familiarity with alternative delivery methods, including Design Build and Progressive Design Build.
      • Understanding of construction inspection techniques.
      • Proficient in Microsoft Office Suite and experienced with construction management software.
      • Ability to perform duties under time-sensitive deadlines.
      • Knowledge of project management processes.
      • Strong communication skills, both verbal and written.
      • Demonstrated troubleshooting and problem-solving skills.
