Through its core values of innovation, engagement, and health equity, HCPH strives to bring meaningful solutions to public health issues while keeping Harris County healthy and vibrant.Position Overview:Under the direct supervision of the ACCESS Director, the Associate Director of ACCESS is responsible to ensure strategic and operational alignment across the County Safety Net Departments to address Harris County community health needs. This includes administering programs and projects with meaningful, measurable and sustainable public health impact as a continuing function of public health services. This position works closely with HCPH leadership, other Harris County departments, and the staff of Harris County elected officials.Duties & Responsibilities:Provides day-to-day oversight of the ACCESS Division operations, including but not limited to program development, grant administration, innovation strategies, etc.Partners with the ACCESS Director to provide direction and execution of planning, monitoring, and evaluating the ACCESS Division strategic planning efforts.Establishes and analyzes ACCESS performance metrics to effectively measure program success and team performance, including operational budget to ensure expenditures are on track to meet the Division's goals.Reviews, revises and implements policies and procedures, ensures they are administered consistently, and provides appropriate guidance to Leaders in regard to control and documentation of the ACCESS Division.Collaborates with public and private partners to improve coordination of access to care and benefits within Harris County.Ensures ACCESS Division is in compliance with laws, regulations, and ethical standards related to public health practices. Develops a culture of high performance and continuous improvement that values learning and a commitment to quality, coordinated care provided to Harris County residents.Prepares and makes executive-level presentations to public and private organizations on ACCESS initiatives and programs as needed.Recruits and manages ACCESS staff; supervises and monitors performance of ACCESS staff to ensure high quality coordinated care.Education:Bachelor's degree in public health or other related fields; Preferred- Master's degree.Experience:At least five (5) years of job-related experience with Public Health, Community/Population Health, Public Policy, Healthcare Management, Disease Control.At least three (3) years of experience managing staff and teams.Knowledge, Skills and Abilities:Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook & Teams)Flexibility and ability to work in fast-paced, multi-tasking environmentAbility to interact and engage with stakeholdersExceptional analytical, investigative, and organizational skillsAbility to establish and maintain effective working relationships and foster teamwork in a diverse environmentAbility to maintain confidentiality when dealing with sensitive informationAbility to work well with public and staff membersCore Competencies:Ability to obtain and filter information, identify, and address key issues relevant to the achievement of strategic organizational goalsExceptional project management skills to manage a variety of projects simultaneouslyPositively influence all levels within the organization to drive change and enable effective coordinationAbility to create strong, positive working relationshipsPrevious experience building and managing high performance teamsHigh-level of flexibility in fast-paced environmentsMust be a Systems-level thinkerProactive, self-motivated, and mission-drivenProgressive, intrapreneurial leadership style to enable systemic changePosition Type and Typical Hours of Work:This is a full-time positionDays and hours of work are typically Monday through Friday, from 8am to 5 pm. Other days and hours as necessary.Telework option available after 90 days of consecutive employment.Work Environment:This job operates in a professional office environment and Indoor & outdoor events at different times throughout the year.
