The Associate Director, Finance will oversee financial matters for COREs government and non-government contracts and grants. This includes leading all aspects of COREs finance activities including the development of annual budgets, forecasting of revenue and expenses, close of fiscal periods, development of budgets and rates for government proposals, financial reporting (for internal/external customers), and ensuring compliance with regulatory requirements such as Generally Accepted Accounting Principles (GAAP), Defense Contract Audit Agency (DCAA) requirements, Federal Acquisition Regulation (FAR), and general contract cost accounting practices. This person will work directly with CORE leadership providing insightful financial analysis that informs COREs business strategic plans. The Associate Director, Finance should be conversant with technology, able to assess cost accounting software needs and use technology to optimize reporting and analytical functions. In addition, the Associate Director, Finance will manage the CORE finance team and serve as a key financial liaison to internal (Yale New Haven Health (YNHH) and Yale University) and external stakeholders (government contracting officers, sponsor business offices, and other agencies). The list of accountabilities is not intended to be all-inclusive and may be expanded to include other duties that management may deem necessary from time to time. The duties of this position can be carried out remotely if this meets the business needs of CORE. Flexible work schedules and telecommuting are available if needed and or desired. Responsibilities:
  • 1. Serve on COREs leadership team. Participate in strategic planning, business development and forecasting.
  • 2. Provide recommendations to enhance financial performance, market competitiveness, and finance related processes and internal procedures.
  • 3. Direct all aspects of COREs finance activities including the development of annual budgets, forecasting of revenue and expenses, close of fiscal periods, and the development of budgets and rates for government proposals and financial reporting (for internal/external customers).
  • 4. Direct the development of government and non-government cost proposals, cost/price models, and basis of estimates for proposals.
  • 5. Provide analysis and recommendations whenever needed in support of new business opportunities, contract negotiations, pricing and financing strategies, and compliance with contract terms and conditions while ensuring profitability.
  • 6. Ensure that effective internal controls are in place and ensure compliance with GAAP, the DCAA, FAR, and applicable federal, state and sponsor requirements for financial reporting.
  • 7. Lead, manage and develop COREs finance team, including mentorship of team members to ensure expertise is in place for continual improvement of processes and procedures and crosspollination of knowledge.
  • 8. Serve as the key financial liaison to internal (YNHH and Yale University) and external stakeholders, such as customers, auditors, partners, consultants, and advisors.
  • 9. Oversee COREs cost accounting software (Unanet) to meet federal contracting needs and integration with YNHHS accounting system (Infor) and general ledger.
  • 10. Collaborate with YNHHS Corporate Finance team to ensure proper cost accounting across CORE.
  • 11. Ensure accuracy and timeliness of budget status reports, financial trends, and forecasts, including coordination of closing cycles of financial systems in a timely manner.
  • 12. Provide advice, coordinate, and collaboratively resolve CORE finance related issues.
  • 13. Diligently help shape a positive, resilient, innovative, and dedicated high-performance culture committed to excellence.
  • 14. Complete other relevant business and financial accounting activities and responsibilities as assigned.
Qualifications:

EDUCATION

Bachelors degree in accounting, finance, or business administration required.

EXPERIENCE

A minimum of 10 years of progressively responsible experience in finance, with a minimum of 3 years of experience in a leadership position, including managing employees. Progressive financial experience related to government contracts and grants. Demonstrated knowledge and experience in compliance with GAAP, DCAA, and FAR.

SPECIAL SKILLS

-Strong understanding of government contract accounting, including quoting, progress payments, milestone, and percent of completion billing. -Excellent computer skills with strong proficiency in Excel (Pivot tables), Word, PowerPoint, and government cost accounting software. -Excellent analytical, project management and organizational skills with keen attention to detail. -Ability to influence and direct others, and interface with all levels of management and staff with different functional expertise, as well as managing and mentoring staff. -Exceptional interpersonal, collaborative, leadership, and decision-making skills. -Strong written and verbal communication, and presentation skills.
