Job Summary:

Under the direction of the Assistant Vice President of Human Resources, the Associate Director of HR Operations & Recruitment will develop and direct the activities HR Service Center. This position will focus on full life cycle employment including but not limited to Recruitment, Candidate Experience, Onboarding processes, Enculturation, Compensation, Benefits, and separations. Responsible records management, audit, HR metrics reporting. Responsible for the management of all internal HR Operations. As the leader of the public facing HR Service Center, the manager will hire, develop, and supervise the team of four to five direct reports while ensuring the efficient maintenance of all HR compliance requirements. Candidates must be legally authorized to work in the United States. Visa sponsorship and relocation allowance is not available for this position.

Qualifications: Minimum Qualifications:

  • Bachelor's Degree in Business, Human Resources or related field, or equivalent work experience;
  • Five years of generalist or recruitment experience in HR;
  • Two years of leadership experience managing teams;
  • Reliable personal transportation to facilitate travel between to all HPU worksites and other locations as required by the position. This includes a valid driver's license and a personal vehicle that is legally registered and insured.
  • Record of working with HRIS, Applicant Tracking Systems, and the MS Office Suite, including Outlook, Word, Excel, and PowerPoint.

Desired Qualifications:

  • MA in related field.
  • SHRM-SCP or SPHR certification.
  • Knowledge of Hawaiian and local Hawaii culture.
  • HR operational experience in a complex environment.
  • Experience with workforce planning, Hawaii candidate sourcing and exempt-level recruiting.
  • Familiarity with EEO-1, AAP, Employee Benefits, I-9, and OFCCP compliance.
  • Experience with hiring of foreign nationals and immigration processes with H1-B, OPT, NAFTA and other visas.
  • Staffing vendor contract administration.
  • Knowledge of compensation practices and related policies, guidelines and procedures including providing advice on pay decisions, job evaluation, salary comparisons.
  • Experience extracting data from HRIS/ERP/ATS systems and compiling data.

Other Qualifications:

  • Able to work all shifts and extended hours.
  • Report to work during core business hour (8:00am to 5:00pm) to manage and support the HR Service Center. Must be available to work during HPU's winter break, as necessary.
  • This position may be considered an essential position with report to work obligations depending on the type of emergency, campus closure, or evacuation.
  • Must meet training and background check qualifications and comply with the Protection of Minors policy.

Key Responsibilities/Essential Job Functions:

1. HR Operations Management (65%)

  • Oversees the recruitment and hiring process for faculty, staff and student workers during the regular season and the summer hiring surge.
  • Serves as a super user of the applicant tracking system. Run reports and utilize data analytics to measure open positions, time-to-fill, cost-to-fill, and turnover to identify trends, issues, and process efficiencies.
  • Develop and implement HR Service Center activities, timely invoice processing, job posting, vendor management, job advertisement, and job fair participation.
  • Supports HPU's culture of diversity through intentional targeted recruitment of underrepresented populations.
  • Services the hiring managers through screening of applicants, conditional job offers, and the electronic tracking of Personnel Requisitions and Change of Status approval process.
  • Provides advice on pay decisions, job evaluation, salary comparisons in accordance with state and federal laws.
  • Oversees and conducts applicable screening of applicants and newly promoted employees inclusive of fingerprint, reference, background, and credit checks; driver abstracts; drug/alcohol testing, and any other mandated requirements.
  • Responsible for the temporary staffing needs of the University, and student/federal work study employees.
  • Hires, trains, develops, and supervises the HR Service Center team and student workers.
  • Conducts training classes for supervisors and hiring managers related to the Recruitment Process including Interview Selection, EEO, and Applicant Tracking.
  • Oversees and ensures the timely and accurate input and processing of all personnel data on the HRIS system for onboarding and offboarding employees; including, but not limited to, new hire information, compensation changes, I-9/E-Verify processing, TB clearance tracking, drug tests, performance appraisal due dates, and terminations.
  • Manages, edits, and updates the job descriptions library.
  • Partners with the HR leadership team to provide data for ad hoc and annual reporting including IPEDS, EEO, and AAP.
  • Ensures the confidentiality of records in compliance with HIPAA, FERPA, and university policy.

2. Faculty Administration(20%)

  • Responsible for the onboarding of Faculty and Research Staff.
  • Provides support and direction to faculty search committees, training search committee/interview panel members on interview and selection processes; and supporting diversity efforts in recruitment and outreach.
  • Oversee faculty changes in the ERP/HRIS system.
  • Responsible for faculty employment offers and contract issuance/reissuance.
  • Providing concierge level service to new faculty throughout the interview, selection and onboarding process.
  • Primary administrator of work-related visas.

3. Retention (10%)

  • Follow up with hiring manager to ensure appropriate transitioning and 90-day probation evaluations.
  • For new employees, provides a seamless onboarding and enculturation experience and coordinates first day work essentials (system/email/phone access).
  • Partners with Division and Department leaders to develop and implement succession plans to establish advancement opportunities.
  • Develops strategies to communicate and target internal employees for vacancies.

4. Performs other related duties as assigned (5%)

  • Actively participates as an effective member of the HR team by completing assigned duties, accepting additional assignments or reassignments.
  • Assists with seasonal peaks.
