Working within a multi-cultural environment, this position will collaborate with various departments across campus and within Facilities Management and external consultants and agencies.Primary Responsibilities:Oversee campus projects to ensure compliance with applicable state and federal regulations and procedures by assisting in the development and enforcement of University policies and procedures for all facets of the planning, design, and construction process, including but not limited to, consultant selection and award of contracts for consultant services, advertising, bidding, and award of construction contracts, consideration of minority and women-owned businesses, wage and hour requirements, bonding and insurance requirements, and project close-out. Supports campus sustainability initiatives by working with the Sustainability Coordinator, Sustainability Commission, and other campus sustainability organizations to support sustainable efforts within the control of Planning, Design and Construction and in the best interests of the University. Manages the selection and hiring of consultants engaged by the University for capital projects and physical improvements and oversees the work of consulting firms and in-house design staff throughout these projects.Manages the success of Planning, Design and Construction by working with the Director of Planning, Design and Construction to coordinate the development of goals and objectives that are consistent and supportive of the institutional mission of the University. Assists with the development and maintenance of the Facilities Master Plan (FMP) by considering program and growth needs of the University and applying expertise to generally determine the effect that future facilities might have on existing infrastructure and requirements for the expansion of infrastructure to support the master plan and assist with preparation of annual state appropriations request by assisting in the development of capital renewal projects which support the Facilities Master Plan (FMP). Assists in facilitating compliance of the University with accessibility requirements mandated by the Americans with Disabilities Act (ADA) by understanding the requirements of ADA, reviewing the physical accessibility of university structures, facilities, and property, and making recommendations for compliance which include the costs and scope of compliance modifications.Leadership in working with all units within Facilities Management as well as other University academic and administrative staff, to develop a thorough and effective process for gathering information for construction projects and advises senior members of administration as requested regarding planning, design, and construction issues. Protects the University from engaging unqualified consultants and contractors by maintaining records of the performance of all contractors and consultants, rendering an evaluation, and using the documentation to support selection of the best qualified firm to provide work for the project. Assists in the management of funds by working with the Director of Planning, Design and Construction in planning, developing, and reviewing the annual departmental budgets and assisting with ongoing budget tracking with periodic reporting, identification of fiscal concerns, and the development of fiscal strategies.Promotes a positive and cooperative image of the University with the construction industry by assisting in coordination between the University and various agencies. Assists in developing and maintaining departmental policies, guidelines, and standards applicable to the entire University and assists with dissemination of this information by various means, including face-to-face interactions, published guidelines, and web pages. Assists with and prepares required and requested reports to federal and state agencies regarding university projects. Assist the Director with requests for campus construction project documentation by preparing applications and other necessary supporting materials for construction grants, loans, and donations.Provide leadership, oversight and direction to direct reports to assure goals, programs, activities, and personnel practices are consistent with and contribute to the University's goals and strategies. Lead employees for maximum performance and dedication. Complete performance management feedback and goals timely and per requirements. Works in conjunction with the Director of Planning, Design and Construction to oversee and manage personnel issues within the department, including proper recruitment and screening of applicants for employment, hiring of qualified personnel at appropriate pay rates, performance evaluation and improvement, separation from employment, and out-processing, etc.Remains current on code compliancy and construction related matters through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, maintaining required and appropriate professional designations, and attending training and/or courses as directed by the supervisor.Other reasonable duties as assignedFunctional and Supervisory Relationships:Reports to Director of Planning, Design, and ConstructionSupervises the following positions: Approximately 6-8 FTE'sJob Requirements:Demonstrated experience in training instructing, managing, and supervising individualsDemonstrated experience working effectively in a diverse environmentStrong knowledge of industry standards, building accessibility requirements, contract language applicable to the construction industry, and applicable statutes of the State of New YorkDemonstrated experience with developing and managing budgets, analysis, organize, plan, and delegateDemonstrated experience in problem-solving, decision making, and conflict resolutionStrong verbal and written communication skills with demonstrated experience with communicating to large audiencesRequirements:Minimum Qualifications:Bachelor's degree in engineering (e.g., architectural, civil, structural, mechanical, electrical), from a college or University accredited by the US Department of Education or internationally recognized accrediting organization.New York State Professional Engineering (PE) license.7 years of progressive experience in building design and/or construction management5 years of experience of personnel management and supervision at institutions of higher education or with similar large organizations.Applicants must demonstrate an ability to develop inclusive and equitable relationships within our diverse campus communityApplicants must demonstrate an ability to support diversity, equity, access, inclusion, and belonging relative to their rolePreferred Qualifications:7 or more years of construction industry experience with institutions of higher education.Familiarity with CAD and other graphic programsExperience working with New York State University Construction Fund (SUCF) and/or the Dormitory Authority of New York (DASNY).Working Environment:Typical office environmentAbility to move throughout the campus on foot, including climbing stairs in all University buildings, and stairs and/or ladders on construction sites.Additional Information:Professional Rank and Salary Grade: SL-5, $130,000-$140,000Special Note: Visa sponsorship is not available for this position.
