Job Description

PRIMARY FUNCTION: The Associate Director, Quality Improvement provides administrative oversight of major segments of the Continuous Quality Improvement (CQI) Program; develops new policies, systems, and procedures; reviews and revises existing policies, procedures, and protocols; and provides direct oversight of the Quality Improvement (QI) Department in the absence of the Director.

DUTIES & RESPONSIBILITIES

  • Participate with the Director, and in collaboration with operational leadership, in the development and execution of the Adult IDD Services Quality Management Plan and the scoring and assessment of the designated Key Performance Indicators (KPIs).
  • Participate in the development and execution of departmental processes, including development of the framework of a state-wide QI department.
  • Participate in the development, implementation, and monitoring of quality improvement training and orientation programs for all staff.
  • Conduct inspections and audits to ensure continuous improvement of programming and living environment.
  • Lead the auditing and licensing surveys by hosting outside agencies.
  • Assist the program administrators and regional directors in developing and coordinating Corrective Action Plans (CAP).
  • Participate in the development and execution of training programs for all new and current personnel.
  • Complete investigations as requested.
  • Complete reviews of investigations to check for effective and consistent process.
  • Assist the QI Department Director to recruit, hire, performance manage, and oversee QI personnel.
  • Assist the QI Department Director to gather and maintain required documentation for provider qualification and monitoring.
  • Maintain a Certification in Quality Management by Office of Developmental Programs (ODP) or an equivalent certification.
  • Oversee and direct QI Team in the absence of the Director of QI.
  • Perform cardiopulmonary resuscitation (CPR) and crisis intervention.
  • Perform other duties as assigned.

IMMEDIATE SUPERVISOR: Executive Director, Quality Improvement, in lieu of Director, Quality Improvement

DIRECT REPORTS: None

CONTACTS: Elwyn personnel; conservators, families, individuals supported; funding, licensing, and regulatory agencies; representatives from other community service organizations; medical personnel; community and professional organizations; consultants; and vendors

EDUCATION/EXPERIENCE/SKILLS QUALIFICATIONS:

  • Bachelors or Master's degree in a human services field preferred.
  • Two (2) years of experience in quality improvement activities.
  • One (1) year of experience working directly with persons with intellectual disabilities or other developmental disabilities.
  • Supervisory experience preferred.
  • Obtain and maintain a Certification in Quality Management by Office of Developmental Programs (ODP) or an equivalent certification.
  • Demonstrated knowledge of California regulations relating to programs for individuals with intellectual disabilities.
  • Demonstrated knowledge of the Department of Social Service's Community Care Licensing standards and regulations.
  • Ability to work in a fast-paced environment and manage multiple priorities.
  • Demonstrated strong attention to detail.
  • Demonstrated excellent judgment with the ability to independently solve problems.
  • Demonstrated ability to anticipate future needed changes or identify problem areas.
  • Must be able to perform CPR and crisis intervention.
  • Ability to work independently.
  • Demonstrated strong organizational and prioritization skills.
  • Demonstrated ability to work effectively as part of a team and to lead teams.
  • Must possess excellent customer interaction, collaboration, presentation, and communication skills.
  • Demonstrated intermediate experience with Microsoft Office applications.
  • Experience using Electronic Health Record (EHR) a plus.
  • Must have current, valid driver's license in state of residence.
