Job DescriptionUnder direction of the Senior Corporate Health Project Advisor, develops, plans, directs, coordinates, monitors and evaluates health care services in areas such as acute care behavioral health and substance use to ensure delivery of quality care and medical services. This position will assist the Office of Behavioral Health leadership centrally and across facilities, to implement, evaluate and seek ways to improve initiatives that constitute system-wide behavioral health transformation and improve public health outcomes.
Formulate and develop methods and procedures for monitoring, evaluating, and operating behavioral health programs and services, centrally and at facilities, through:- Detailed implementation planning and coordination of complex, multi-stakeholder behavioral health initiatives.
- Independent leadership throughout the lifecycle of assigned projects including discovery and implementation.
- Anticipating and managing timelines and dependencies
- Translation of program workflows into program metrics, development of reports and data dashboards to ensure program model fidelity.
- Monitor and coordinate a quality improvement review process to determine if programs are meeting health care needs, objectives, and goals established and project deliverables.
- Quality improvement tracking, , including ongoing measurement of project deliverables
- Communicating findings to health practitioners, policymakers and the public through authorship of academic publications and presentations regarding program implementation and quality improvement
- Coordinating necessary provider and staff training, including development and presentation of training materials
Participate in system level initiatives:- Support system level initiatives that meet behavioral health clinical and operational needs
- Foster successful participation of all behavioral programs in high-priority system level initiatives
- Coach and support H+H facilities by serving as a valuable resource.
Demonstrate a proficiency in financial modeling and analytical skills by preparing special reports, studies, and budgetary estimates.Provide advisory and consultative services to the central office and facility staff:- Create and maintain liaisons with community agencies and professional organizations on matters affecting behavioral health programs as warranted.
- Participate in the development of grant proposals.
- Implement administrative policies and procedures based on professional standards.
- Participate in the development of policies, standards, rules and regulations pertaining to behavioral health services.
- Advise on policy and procedural changes, facility and community concerns, utilization and development of staff, implementation of productivity goals and make recommendations for improvement.
- Participate in staff and key leadership meetings, conferences and meetings with external stakeholders.
Supervise staff assigned to departmental activities and provides professional direction.Other duties as assigned by departmental leadership. Minimum Qualifications1. Master's Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or related field; and2. Three (3) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services; or3. Possession of a valid license and current registration to practice in a mental health field issued by the New York State Education Department (NYSED).
