Functional Title: Associate General Counsel II - Real Estate/Real Property Law Recruitment Category Type: Standard Functional Category: Legal & Government Affairs Grade: GS.18 FLSA Status: Exempt Requisition Number: 25-0122 Number of Vacancies : 1 Job Level : Non-Management Job Code: N/A Job Description Summary: Organization Name: General Counsel's Office Reports to: General Counsel Full or Part Time: Full Time If Part Time how many hours per week: Regular or Temporary: Regular Position End Date (if temporary): Work Schedule: Monday Friday; 8:30 to 5:00 Position Location: Laurel Position Summary Information General Summary: An Associate General Counsel II is an experienced senior attorney for WSSC Waters General Counsels Office ( GCO ), with independent responsibility for various non-litigation and litigation matters. The Associate General Counsel II will work under general direction of the General Counsel and/or Deputy General Counsel, who may provide guidance and review work upon completion. Essential Functions : Represents and advises assigned WSSC Water staff, providing day-to-day legal advice in multiple areas including the application of state and federal law, WSSC Water regulations and procedures Provides legal research, analysis, and advice, and prepares legal documents, relating to real property law with a focus on easements Prepares and reviews briefs, pleadings, opinions, legal memoranda, and various other legal documents under the supervision of the General Counsel or Deputy General Counsel, as appropriate Represents the Commission, as required, in federal and state court, before regulatory agencies, and in hearings, conferences, and meetings including mediation and arbitration sessions Provides legal research, analysis and advice on general litigation, regulatory matters, and administrative law Reviews, and drafts contracts, and other memorandums of agreement for legal form and sufficiency Reviews, drafts if needed, WSSC Water regulations and standard operating procedures Other Functions : Participates in the education and training of WSSC Water staff as to the legal consequences of their actions Performs related duties, as required Work Environment And Physical Demands : Business casual office setting Required Knowledge, Skills, And Abilities : Expert skill in dealing with the law and regulations as they relate to WSSC Water Comprehensive knowledge of real estate law, including easements Ability to draft legal memorandum to advise WSSC Water staff Ability to perform in a fast-paced legal environment Comprehensive knowledge of federal rules of civil procedure and rules of evidence, the Maryland Rules, and federal and Maryland law concerning administrative procedure Excellent verbal and written communication skills Ability to perform complex legal research using Westlaw and Lexis/Nexis Competent use of standard office software tools (e.g., Microsoft Word, Outlook and PowerPoint) or ability and willingness to become adequately trained on these tools within six months of accepting an offer of employment Ability to perform in a professional and ethical manner at all times, and to supervise other attorneys, as needed Ability to deal tactfully and effectively with governmental officials, WSSC Water staff, other lawyers and members of the public Demonstrated knowledge of attorney/client privilege and ability to hold sensitive matters in the strictest confidence Minimum Education, Experience Requirements : Law school graduate and 5+ years of professional legal experience 3+ years experience advising a government body or a similar government entity Additional Requirements : Current member of the Maryland Bar Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter Preferences: Comprehensive knowledge of real estate law, including easements Salary: $135,714 - $231,081 Posting Detail Information EEO Statement: AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
