The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.
DOI's Office of the Inspector General for the New York City Police Department (OIG-NYPD) is authorized to investigate, review, study, audit, and make recommendations relating to the operations, policies, programs, and practices of the New York City Police Department (NYPD), with the goal of enhancing effectiveness, increasing public safety, protecting civil liberties and civil rights, and increasing the public's confidence in the police force.
OIG-NYPD is seeking an Associate Investigative Analyst to lead confidential and sensitive investigations into the operations, policies, programs and practices of NYPD. The Associate Investigative Analyst will review selected operations, policies, programs, and practices of the NYPD using an investigative data-driven approach to identify areas of concern, in addition to areas for improvements in how NYPD carries out its law enforcement responsibilities. The Associate Investigative Analyst will be expected to critically analyze problems and deficiencies related to the operations of NYPD. They should be able to prepare well-organized, concisely written investigative memos and OIG-NYPD public reports that clearly document findings, recommendations, and supporting evidence. Leading multi-disciplinary investigative teams in developing recommendations for reforms in policing, based on investigative findings, best practices and other research. The Associate Investigative Analyst will also monitor and produce reports documenting the extent to which NYPD implements, or does not implement, the Office's recommendations.
Investigations may involve assessing an array of documents, interviewing members of the public and law enforcement professionals, and gathering and analyzing factual evidence. Responsibilities may also include screening and investigating public complaints related to NYPD and/or involving individual members of NYPD and other agencies. The Associate Investigative Analyst will assist with training and mentoring of agency staff. On a rare occasion they may be assigned individual investigations to actively monitor and guide the progress of those matters. Maintaining the highest standards of confidentiality and ethical conduct in handling sensitive information and investigations, while complying with agency policies and legal requirements with regard to handling those sensitive data.
The ideal candidate should have prior work experience in any of the following fields: policy analysis, investigations, law enforcement, criminal justice, data analysis, or police oversight. The candidate should be detail-oriented, self-motivated, and flexible enough to perform effectively both independently and as the leader of a multi-disciplinary systemic investigative team. They should be able to delegate and have exemplary project management skills, with demonstrated experience leading a project or investigation from conception to close - resulting in rigorous written deliverables. The successful candidate should be emotionally intelligent, conscientious, self-motivated, and a creative thinker who is able to perform effectively both independently and as part of a team.
If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, because the position has a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, as permitted by NYC Administrative Code 8-107(24)(b)(2)(A).
