Position Summary:

This position is responsible for assisting the Grand Rapids Child Welfare (CW) Program Manager in day to day functioning of the Grand Raids CW Foster Care, Adoption, and Licensing programs. This position trains and assists foster CW supervisors. This position assists with hiring, training and supervision of CW Supervisors. This position manages internal and external reporting, provides training and technical assistance to staff and acts as a liaison with Department of Health and Human Services (DHHS) and West Michigan Partnership for Children (WMPC)for service delivery.

The Association Program Manager manages quality assurance and compliance activities within Kent County Child Welfare. This position is responsible for ongoing performance reports and works with Agency's CW Compliance Officer to ensure quality outcomes. The Associate Program Manager works with the Program Manager to implement the programs quality assurance and improvement plan. This position represents the Agency in forums and at various bodies related to and including Division of Child Welfare Licensing (DCWL) and WMPC audits. This position assists CW supervisors in implementing ongoing improvements in service delivery and agency operations. This position serves as the point person for payment authorizations and Michigan Statewide Automated Child Welfare Information System (MISACWIS) for all of CW locations.

Annual Salary Range: $57,000.00 - $64,117.00

Essentials Duties and Responsibilities:
  • Assists the Program Manager with day to day functions for the Child Welfare (CW) foster care, licensing, and adoption programs.
  • Supervises CW Supervisors as needed.
  • Assists the CW programs with placement crisis as needed.
  • Acts as a liaison for the Grand Rapids CW programs to the Agency's Quality and Compliance department for program's quality assurance and improvement plan, Agency's accreditation body, program outcomes, etc.
  • Provides reports using individual/case level data.
  • Supports the development of methodologies to evaluate the performance of CW care program.
  • Aligns evaluation methodologies and performance indicators with those used in other Agency reports.
  • Provides data and analysis to support the operation of CW programs.
  • Works closely with Agency's IT and other support department staff, to identify strategies for collecting needed program information.
  • Provides, at a minimum, quarterly analysis and reports on data for various quality management projects, improvement projects, and outcome measurements.
  • Facilitates program evaluation in conjunction with staff through outcome development and reporting.
  • Implements a feedback system to address programmatic and systemic improvement opportunities while encouraging a culture of improvement.
  • Consults with Program Director and GR Program Manager on any external and internal reviews/audits, and ensures implementation and monitoring of all plans of correction.
  • Serves as the point person for MiSACWIS and Extended Reach related to technical assistance (including but not limited to, initiating and following up on MiSACWIS helpdesk tickets, payment authorizations, caseload assignments, case closures, placement moves, and case status changes) for all of CW locations as needed.
  • Provides direct supervision to direct staff as needed.
  • Carry a CW caseload as needed during staffing crisis.
  • Reviews reports for grammar as well as content in compliance with rules and policies as needed.
  • Attends court hearings and testifies in court as needed.
  • Facilitates supervisor and team meetings to deliver essential information to staff as needed.
  • Compiles data to report on contractual requirements at least quarterly as needed.
  • Assists with transporting clients as needed.
  • Drives for Agency business.
  • Performs other special assignments at supervisors request.

  • Must have a valid Michigan drivers license, good driving record with zero work restrictions, and personal auto insurance as required by law.
  • Must be willing to work irregular hours including evenings, holidays, and weekends.
  • Must submit to Agency approved background checks.
Recommended Employment Qualifications:

Education:

  • A Bachelor's Degree in Human Services or a related field and 5 years of prior foster care specific supervisory experience is required or;
  • A Master's Degree in Human Services or a related field and 4 years of prior foster care specific supervisory experience is required.

Experience:

  • A minimum of 5 years of prior foster care specific supervisory experience with a Bachelor's Degree in Human Services or a related field is required or; a minimum of 4 years of prior foster care specific supervisory experience with a Master's Degree in Human Services or a related field is required.
  • A minimum of two years of work experience in MISACWIS is required.
  • A minimum of one year work experience with WMPC is required.

Certificates, Licenses, Registrations:

None required, but a valid and current State of Michigan Social Work licensure is preferred.
