Job Description
The Associate Vice President for Operations at Texas A&M University-Texarkana exercises discretion, independent judgment, and strategic leadership to deliver solutions that support the university's mission and goals. Reporting to the Executive Vice President and CFO, the AVP for Operations provides leadership and oversight for several key departments, including Facilities Management (maintenance and repair, custodial, and groundskeeping), University Police, Environmental Health & Safety, Project Management (campus-level construction, remodeling, and expansion), Compliance and Risk Management, and the university's contracted partners for bookstore and food services. This role is crucial in advising senior leadership on operational issues, establishing and administering operational standards, ensuring compliance with university policies and state laws, developing new services, overseeing project and service portfolios, and providing personnel and fiscal leadership for all areas of responsibility. The AVP for Operations is accountable for planning, staffing, budgeting, evaluating personnel, analyzing systems, and ensuring the effective operation of the university's facilities and related services.
ESSENTIAL DUTIES & RESPONSIBILITIES:
* Develop and implement a strategic plan for Facilities Management, University Police, Environmental Health & Safety, Project Management, Compliance and Risk Management, and contracted bookstore and food services that align with the university's strategic goals.
* Oversee the management of Facilities Management, ensuring efficient maintenance and repair, custodial services, and groundskeeping to meet campus community needs.
* Serves as primary contract manager for all strategically outsourced services (currently includes facilities management, food services, and bookstore services). Assesses the cost effectiveness and return on investment of contracted and outsourced services.
* Lead the Project Management team, overseeing campus-level construction, remodeling, and expansion projects, and acting as a liaison with the Texas A&M System for large projects.
* Provide oversight and management for the University Police Department, ensuring the safety and security of the campus community.
* Lead the Environmental Health & Safety Department, promoting asset protection, environmental stewardship, and a safe campus environment, including emergency response plans and hazardous material management.
* Manage the Compliance and Risk Management department to ensure the university meets all regulatory requirements and mitigates risks effectively.
* Advise the Executive Vice President and CFO on operational issues related to these departments and manage strategic relationships with key product and service providers.
* Promote a culture of compliance, security, quality customer service, and innovation within all supervised departments.
* Ensure that all operations are managed in compliance with university policies, procedures, and applicable federal, state, and local laws and regulations.
* Manage strategic and tactical activities to ensure customer satisfaction, technical delivery, contract compliance, and resource management.
* Provide leadership for all administrative staff within assigned departments, including hiring, professional development, promotions, and disciplinary procedures.
* Plan for future staffing needs and manage budgets, prioritizing workload functions to align with departmental and university objectives.
* Control revenues and expenses within the departments, ensuring budget goals and objectives are met.
* Serve as part of the Finance and Administration leadership team and participate in committees, task forces, and other administrative reporting duties.

KNOWLEDGE, SKILLS & ABILITIES:
Minimum Qualifications
* Bachelor's degree in business administration or a related field, or an equivalent combination of education and experience.
* Seven (7) years of experience in a management capacity, overseeing administrative functions, operations, or projects.
* Ability to manage multiple projects and priorities with deadlines, respond quickly to changing situations, and work well under pressure while maintaining effectiveness.
* Ability to handle confidential and sensitive information with discretion.
* Strong verbal and written communication skills to engage with internal and external stakeholders.
* Experience in compliance management and adherence to policies, procedures, and applicable federal, state, and local regulations.
* Demonstrated experience in budget management and planning.
Preferred Qualifications
* Advanced degree (Master's, Doctoral, or other advanced degree) in business administration, public administration, or a related field.
* Experience working in a higher education environment, understanding the nuances and complexities of university operations.
* Ten (10) years of experience in an administrative environment with demonstrated progressive responsibilities.
* Experience managing large cross-functional teams or influencing senior-level management and key stakeholders.
* Proven ability to influence organizational outcomes at an executive level.
* Evidence of successful development and management of operating and capital budgets, including implementation of short- and long-range financial plans.
* Strong understanding of operating systems and foundational architecture.
* Exceptional problem-solving and analytical skills, with the ability to develop innovative solutions for complex challenges.
* Ability to effectively guide, lead, and develop technical employees and promote teamwork and communication across broad-based teams.
Other Requirements
* Ability to travel and work beyond normal office hours.
