About the Opportunity

The Associate Vice President for UNC Retirement Plan Administration and Compliance is responsible for developing and operating a comprehensive retirement plan administration and compliance program for all UNC defined contribution and deferred compensation plans. The AVP will conduct regular audits and assessments of eligibility, vesting, distributions, beneficiary designations and any US Department of Labor practices for retirement plan administration. Ensure compliance with applicable state and federal laws, regulations and internal governing policies and delegations. The AVP will provide expert guidance and support to internal stakeholders on compliance matters and act as a trusted advisor. Collaborate with cross-functional teams to design and deliver training programs on all UNC retirement plans to campus HR and benefit staff. The AVP will establish and maintain strong relationships with selected recordkeeper, advisors, legal counsel (internal and external), state and federal regulators, auditors and other external partners to facilitate administration and compliance-related activities. The AVP will lead investigations into potential compliance breaches, prepare reports and recommend corrective action, as necessary. They will monitor and analyze data to identify patterns or trends that may indicate potential issues or areas for improvement.

This position will work on site at least three days per week at the Dillon building in downtown Raleigh's Warehouse District. Occasional travel to assist campuses or attend conferences is possible.

About the Team

The office of the Chief Operating Officer reports to the President of the University and is responsible for internal and campus-focused operational priorities of the University. The office provides oversight for human resources, auditing, and compliance divisions. These divisions have both an internal responsibility to the system office operation and a campus-focused coordinative /leadership role within the noted areas of expertise. The office provides advice and briefings to the President and is expected to build and foster relationships on behalf of the President and to engage with Chancellors while leveraging their expertise to further the President's strategic priorities.

Minimum Education, Experience, and Skills

Relevant post-Baccalaureate degree required (or foreign degree equivalent) with three years or greater of related professional experience; for candidates demonstrating comparable professional backgrounds, will accept a relevant bachelor's degree and five years or greater of relevant experience in substitution.

Preferred Education, Experience, and Skills

Master's Degree and six (6) years of related experience or bachelor's degree and eight (8) years of professional-level experience. Experience in retirement plans administration, including extensive knowledge of benefit standards and best practices applicable in the higher-education setting. Prior project leadership experience is a must. Demonstrated expertise in retirement plan administration for both public and private sector employers. Possess thorough knowledge of investment options, asset allocation strategies, and fiduciary responsibilities related to retirement plans; experience with retirement plan investments including annuities, mutual funds collective investment trusts and brokerage options. Possess detail-oriented and extensive organizational skills, with the ability to manage multiple priorities and meet deadlines. Knowledge of North Carolina General Statutes and federal laws with respect to retirement plans (i.e. 401(k), 401(a), 403(b), 457(b)), and specific subject matter expertise in qualified plan and excess benefit arrangements. Prefer individuals with prior experience at a financial service organization Proficiency in retirement program management of plan recordkeepers, including contract negotiations, service level agreements and performance monitoring. Ability to manage relationships with retirement plan third party vendors, consultants, and service providers, analyzing high-quality service delivery and cost-effectiveness. Excellent analytical and problem-solving skills, with the ability to interpret complex data and make informed decisions. Demonstrate commitment to maintaining the highest ethical standards and ensuring the confidentiality of sensitive employee information. Prefer recognized certification(s) in the field of employee benefits (e.g., CEBS,).
