The incumbent serves as an internal consultant and collaborative business partner on human resource matters with a high degree of confidentiality, integrity and judgment.The AVP is expected to be an individual that can identify service gaps, understand campus needs, and actualize systems, programs, and processes to help support campus efforts. To be successful the incumbent must be an organized, engaged and hands-on manager who works, designs and implements large scale initiatives, programs and projects with their team and community members. The successful candidate will execute HR's strategic plan in alignment with the University's goals and objectives. The AVP oversees HRIS (Workday operations), the Employee Experience (including recruitment, retention and succession strategies; organizational development and training initiatives), benefits, FMLA administration, performance management, employee relations (including collective bargaining with non-exempt employee and police unions) and Classification and Compensation. They must work collaboratively with University partners in the development and implementation of priorities and initiatives. They have overall accountability for the HR Team's performance. Responsible for ensuring compliance with federal and state laws and regulations, as well as the University System of Maryland (USM) and University policies and procedures.Authority and AccountabilityThis position reports directly to the Vice President of Administration and Finance, manages a team of HR professionals and is responsible for the departmental budget and other functional and quantifiable goals. Required/Minimum QualificationsBachelor's degree in Human Resources or Business Administration or other related field and 8+ years of progressively responsible experience and at least 4 years of management experience.Knowledge of and commitment to HR best practices in organizational leadership and human resources management; ability to form and maintain positive relationships with a broad range of individuals, be an active leader in developing and executing large scale HR programs that help foster a diverse and inclusive community, exercise a high level of independent judgment, possess effective presentation skills and an appreciation for and support of shared governance. Knowledge of and demonstrated experience with the application of business process engineering and total quality improvement processes.Must be detail oriented and have excellent interpersonal, customer service, organization and planning, prioritization, problem solving, follow through, time management, and oral & written communication skills. Also must be flexible and able to successfully handle multiple tasks/projects simultaneously and work well under pressure, independently, and in a team-oriented environment. Proficiency with Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) is required.Preferred Qualifications Experience in Higher Education and in Workday is highly preferred.Additional Job Information:The position is a full-time, exempt state role with comprehensive benefits.Priority will be given to applicants who apply by November 13, 2024.
