Extensive experience and/or a Master of Laws (LL.M.) in environmental law is highly desirable.- Must have in-depth experience as a practicing environmental law attorney and possess at least ten (10) years of relevant experience. Must be thoroughly competent in federal civil procedure, environmental, natural and cultural, and real property law and knowledgeable in administrative and general law.- In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that are commensurate with the position's duties and responsibilities.- Employee must be able to obtain and maintain a SECRET clearance. - Attorney appointments are subject to serve a one-year probationary period.DUTIES AND RESPONSIBILITIES- Incumbent is responsible for providing highly specialized, professional support of the Department of the Air Force's legally and technically complex, multi-million-dollar, high mission impact environmental planning program which is governed by Federal, State, and local environmental statutes, regulations, ordinances and policies.- Provides assistance to the Deputy Assistant Secretary (Installations) and Air Force Civil Engineer Center on matters involving environmental planning laws, regulations, policies and guidance as these affect Military Housing Privatization Initiatives, Utilities Privatization, Community Partnership agreements, and Diverse Enhanced Use Lease projects.- Maintains Highest Level of Subject Matter Expertise in the Environmental Legal Aspects of Strategic Energy Management, Development, Security and Sustainability.- Provides assistance to Department of the Air Force and Department of Justice litigators on environmental planning matters in dispute in administrative, regulatory, or federal court proceedings.DESIRED KNOWLEDGE, SKILLS, EXPERIENCE, AND ABILIITES - Must have the skill and ability to conduct complex legal research and a familiarity with the research resources most commonly involved in environmental, occupational safety and health, natural and cultural resources, and real property laws. This includes various statutes, Department of Defense and Department of the Air Force policy and guidance, the United States Code, court opinions, the Code of Federal Regulations, etc. Familiarity with electronic research resources such as Westlaw, Lexis, etc. is required.- Must be highly skilled in written and oral advocacy in order to prepare and present written and oral briefings before decision-makers. Experience working within a large and complex legal organization is highly desirable but not required.
