Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

For Trainee 1:

A bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses and 6 semester credit hours in data processing/information technology/computer science.

For Trainee 2 you must also have:

A bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses and 6 semester credit hours in data processing/information technology/computer science and one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR

A master's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses; and 6 semester credit hours in data processing/information technology/computer science.

For Auditor 1 (Fiscal Systems) Full performance level:

Either 1. A bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses and 6 semester credit hours in data processing/information technology/computer science and two years of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR

2. A master's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses; and 6 semester credit hours in data processing/information technology/computer science AND one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR

3. Possession of a valid Certified Information Systems Auditor designation by the Information Systems Audit and Control Association (ISACA).

Note: certain courses such as Business Law, although taken as part of the accounting curriculum, are not counted towards the 24 semester credit hours.

Reassignment Qualifications:

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Auditor Trainee 1 Fiscal Systems, Auditor Trainee 2 Fiscal Systems, or Auditor 1 (Fiscal Systems) if you have less than one year, you must be reachable on the current Auditor Trainee 1 Fiscal Systems, Auditor Trainee 2 Fiscal Systems, or Auditor 1 Fiscal systems eligible list for this location, if one exists.

70.1 Transfer Qualifications:

One year of permanent or contingent-permanent as a Grade 12 or higher determined to be similar by Civil Service. Candidates must also possess a *bachelors degree or higher including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science.

Note: *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at . 52.6 Transfer Qualifications:

One year of permanent or contingent-permanent as a Grade 12 or higher determined to be administrative by Civil Service. Candidates must also possess a *bachelor's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science.

Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description STANDARD DUTIES:

Under the supervision of the Fiscal Systems Auditor 2, the Auditor 1 will:

* manage user access and review access logs to the various systems.

* maintain data inventory logs as appropriate.

* assist in the assurance of security and confidentiality of protected data.

* participate in the production and analysis of Division reports.

* assist in providing data for, and in completing required processes, reports, studies, and reviews for various Federal and State partner programs.

* initiate audit case assignments for referral to field auditors.

* is responsible for the distribution, analysis, and audit of the annual questionnaire sent to confidential data sharing recipients to ensure compliance with required safeguards.

* participate in the audit of outside contractors, such as depository banks and report processors for contract compliance.

* complete special assignments as requested.

This position requires minimal travel. Travel specific requirements will be discussed at the time of interview.
