About the Position
This is full performance-level professional audit and investigative work in performance, financial auditing, and budget review at the journey level. Incumbents perform the full range of auditing assignments within assigned functional areas. Work is performed under the general supervision of a Senior Auditor and assignments are reviewed for accuracy, completeness, and adherence to generally accepted auditing principles, techniques, and procedures.
About the Agency
All legislative powers of the County are vested in the County Council. In addition, the County Council sits as the District Council on zoning and land use matters, and as the Board of Health on health policy matters.
Examples of Work
* Secures survey data for agencies to be audited.
* Researches federal, state, and local laws and ordinances to determine the legal requirements and constraints of agencies being audited.
* Verifies and analyzes transactions, entries, documentation, procedures, and reports as required to determine the accuracy and compliance with applicable laws and directives.
* Examines written operating procedures and conducts interviews with operating personnel of the agencies being audited to determine methods of operation.
* Analyzes agencies' policies and written procedures to determine if they provide sound management practices.
* Reviews agencies' actual practices to determine consistency with the agencies' written policies and procedures.
* Participates in meetings with management to discuss recommendations made concerning financial/performance reviews.
* Assists in budget analysis and reviews and prepares memoranda and reports under the supervisor's direction.
* Prepares work papers to document all work performed, audit findings, and conclusions.
* Drafts recommendations for correcting identified deficiencies and assists agencies in improving the efficiency and effectiveness of internal operations.
* Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, they're within the general occupational category and responsibility level associated with the employee's class of work.
Qualifications
* Bachelor's degree in Business/Public Administration, Accounting, Finance, or a closely related field, including at least eighteen (18) semester hours in Auditing and/or Accounting
An equivalent combination of education and experience may be considered.
