Job Title: Auditors Employment Type: Contract Work Hours: 40 hrs./week Work site: 100% OnsiteLocation: 40 North Pearl St, Albany, NY 12243 Job Duration: 2 Weeks Closing: 12/11/2024.The New York State Office of Temporary and Disability Assistance (OTDA) is seeking a qualified auditor to assess the OTDA Internal Audit unit's compliance with the International Professional Practices Framework (Standards) promulgated by the Institute of Internal Auditors (IIA). This role involves conducting an external quality assessment to evaluate the adequacy of the internal audit function in various areas, including compliance, performance, and governance. Education & Experience:
  • 5 years of internal auditing experience; or
  • Bachelor's degree and 2 years of internal auditing experience; or
  • Master's degree and 1 year of internal auditing experience.
Key Responsibilities:
  • Review of conformance with Global Internal Audit Standards.
  • Evaluation of mandate, charter, strategy, methodologies, processes, risk assessment, and the internal audit plan.
  • Assessment of compliance with applicable laws and regulations.
  • Analysis of performance criteria and measures, including assessment results.
  • Evaluation of competencies and professional care, ensuring the proper use of tools, techniques, and continuous development.
  • Review of qualifications, including those of the chief audit executive role, per the organization's job description and hiring profile.
  • Analysis of integration into governance processes, ensuring independence in the internal audit function.
  • Contribution evaluation to governance, risk management, control processes, and organizational operations.
  • Review of the internal audit function's ability to meet expectations articulated by the board, senior management, and stakeholders.
Minimum Qualifications:
  • Certified Internal Auditor (CIA).
  • Experience with and knowledge of International Professional Practices Framework (IPPF) and leading internal audit practices.
  • Attestation by the assessment auditor that there are no conflicts of interest, in fact or appearance.
  • Completion of external quality assessment training recognized by The Institute of Internal Auditors.
Preferred Qualifications:
  • Experience as a Chief Audit Executive or a comparable senior level of internal audit management.
  • Experience in the organization's industry or sector.
  • Previous experience performing external quality assessments.

  • Office Hours: 8 am - 4 pm; Monday to Friday.
  • Paid parking available at the worksite (estimated cost: $10-$20/day).
