SUMMARY OBJECTIVES:Acts as an Assistant Director of Human Resources and is responsible for the management of HRIS functions, Employee Relations and Investigations, Unemployment Processing, Time and Attendance Tracking, Labor Law Compliance, and other HR related duties. ESSENTIAL FUNCTIONS:1. Provide guidance to management staff on labor relations concerns and conduct employee investigations for both Union and Non-Union staff.2. Understand the Collective Bargaining Agreement and act as the liaison for the grievance process as well as participation in the grievance processes and attending grievance committee and labor management meetings. 3. Ensure labor and employment laws at both the federal and staff levels, as well as organization policies and procedures are kept current and in compliance, maintain labor postings at each organization location. 4. Meet with employees on concerns related to applicable Equal Employment Opportunity laws including Title VII, Americans with Disabilities Act, Age Discrimination in Employment Act, Pregnancy Discrimination Act, PUMP Act, and other federal and state laws. Researches and explains laws and legal affairs concerning employment to managers, supervisors and employees. Ensure current laws and company policies/procedures are designed and implemented to promote an environment that is free from unlawful harassment and other forms of discriminatory behavior.5. Review the organization chart on a monthly basis to ensure accuracy before posting and distribution. 6. Conduct exit interviews with staff, provide analysis and develop statistics which may be beneficial for training and development programs.7. Maintain and update revisions to the HR Database which includes the Employee Handbook, Policies & Procedures, Benefit SPD's, along with other Human Resources related forms.8. Submit notice to the supervisor/manager regarding union performance reviews, enter completed reviews in the HRIS system, and track and notify mangers of late reviews. 9. Provide oversight to the completion of the time off in the Time and Attendance system. Provide appropriate reports to management. 10. Administer the Unemployment Compensation program ensuring compliance with the appropriate state standards. Complete unemployment forms timely and represent the company in unemployment hearings and appeals. 11. Manage the Workers' Compensation program to ensure legal compliance, worker well-being and safety and cost control. Conduct accident investigations; ensure appropriate medical treatment is provided promptly. Work with department supervisors and affected personnel to provide for prompt return to work.12. Acts as the Administrator for tracking employee absences related to infectious diseases such as COVID, Flu and other communicable and transmissible situations. Keeps a log where required by law or regulation of such absences and actions taken to mitigate spread of disease.13. Act as a back-up to the Talent Acquisition Officer when needed such as developing and maintaining all company job descriptions ensuring FLSA compliance and EEO levels, posting of jobs, awarding of jobs, performing background checks and onboarding of new employees. 14. Mastery of all federal and state employment laws and regulations. Master's degree and/or certification in Human Resources is preferred.
