Purpose Under the direction of the Fire Chief and/or Deputy Fire Chief, this position is responsible for directing major functions of the Fire Department as a Battalion Commander. Position performs highly responsible supervision and administrative work concerning but not limited to personnel, vehicle and equipment maintenance, emergency responses, records and reporting duties, administration of medical treatment and operational budgets. Position is responsible for providing daily non-emergency supervision and emergency scene management as needed such as in response to major emergencies. Duties involve an element of personal danger and incumbents must be capable of providing leadership in dangerous/high stress situations for the response teams in order to ensure the safe and efficient performance of duties. Performs related work as required. Drug Screening: This position requires a drug screen. Education; Training; and Experience Must possess associate's degree from an accredited institution in Fire Science, Emergency Medical Service, or Public Administration; and full-time paid experience in an organized Fire Department having served a minimum of five (5) years at the rank of full-time paid Fire Lieutenant. Must possess State of Florida Firefighter Certificate of Tenure or Compliance, current Emergency Medical Technician License issued by the State of Florida, Health Care Provider level CPR Certification, valid State of Florida Class E driver's license, ICS-400, Fire Officer Three issued by the State of Florida Bureau of Fire Standards and Training. Must possess or obtain within the one (1) year probationary period: Incident Safety Officer Certificate of Completion issued by the State of Florida Bureau of Fire Standards and Training, Fire Safety Inspector Certification or Fire Instructor One Certification issued by the State of Florida Bureau of Fire Standards and Training. Training requirements, licenses and certifications must remain valid for the period of employment in this classification. Candidates shall reside within one hour travel time to 2020 Beville Road Daytona Beach, FL 32114 within one year of hire. ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Plans and organizes all shift manpower, including both emergency and non-emergency; evaluates work performance of all personnel under charge. Provides oral presentations and performs various public speaking duties as needed. Directs response to emergencies and answers medical emergencies as needed. Directs removal extraction and rescue of persons from danger recognizes acute symptoms requiring immediate care and assists in administering life-saving rescue procedures to injured or afflicted persons on an as needed basis. Directs salvage operations to include throwing salvage covers sweeping water removing debris and placing smoke ejectors. Directs inspections of apparatus and equipment to ensure fully operational and safe functioning capacity for continual readiness of response. Directs and coordinates with appropriate agencies the mitigation of other emergencies as needed. Conducts instruction sessions related to Battalion deficiencies (i.e. in firefighting methods equipment operation rescue procedures hazardous materials mitigation). Prepares reviews and/or maintains all records and documentation concerning functions under charge ensuring accuracy and completeness according to established records management procedures. Incident reporting. Manages all personnel functions for personnel under charge (i.e. discipline vacation/leave requests and payroll sheets). Prepares operations budgets and monitors expenditures for adherence to established goals and City objectives. ESSENTIAL POSITION: During periods when the Mayor issues an emergency declaration for the City of Daytona Beach, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
