  • Provides emergency care and First Aid treatment until the arrival of emergency medical personnel.
  • Carries out dry-land and in-water missing person searches and other safety interventions and preventive actions as required to prevent death or injury, minimize risk, and maintain public safety.
  • Operates a patrol vehicle on the beach to monitor patrons, with particular attention to swimmers; acts immediately and appropriately to secure the safety of patrons; carries out the rescue of persons in difficulty or distress; informs command staff with back-up is required.
  • Educates the public about beach safety and the beach flag warning system; advises patrons of dangers and providing advice to minimize risks.
  • Assesses and monitors prevailing surf conditions; communicates with command staff regarding changes to the beach safety flag; changes flags as directed.
  • Completes daily incident and activity reports.
  • Enforces City ordinances pertaining to the beach.
  • Performs related duties.
Typical QualificationsMINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Florida for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain and maintain USLA Open Water Guard certification, CPR certification, and Emergency Vehicles Operator certification.
  • Current CPR certification.
  • Annual physical is required. The physical will be offered through the department at no cost to the employee. If the employee chooses not to take part in the department physical, they will be required to obtain a physical meeting the exact same specifications as the department's physical from the primary physician at the employee's own expense. Documentation will be provided to the department stating the employee is Fit for Duty or Not Fit for Duty .

SUPERVISORY CONTROLSThe Fire Beach Rescue Responder Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.GUIDELINESGuidelines include city codes and ordinances, beach and water safety protocols and standards, USLA guidelines, CPR guidelines, Emergency Vehicle Operator guidelines, EOC dispatch and fire radio procedures, and City and Department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.COMPLEXITY/SCOPE OF WORK
  • The work consists of related code and safety enforcement duties. The number of beach patrons contribute to the complexity of the work.
  • The purpose of this position is to participate in the Department's beach safety programs and activities. Successful performance helps ensure the safety of the general public.

  • Contacts are typically with co-workers, other City personnel, beach vendors, and members of the public.
  • Contacts are typically to give or exchange information, resolve problems, provide services, and educate the public.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, stooping, or walking. The employee frequently lifts heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, etc. The work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITYNone.**These are intended only as illustrations of various types of work performed. The schedule varies slighter for Fire Fighters. Years Of Service Completed Annual Leave Cap Available less than 5 years: 152 hours 5 to 9 years: 176 hours 10 to 14 years: 200 hours 15 to 19 years: 224 hours 20 + years: 248 hours PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck.RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation.
