The PS-VII works under the direct supervision of the Community Behavioral Health Medical Director to provide advanced (senior-level) consultative services and technical assistance for the HHSC (Behavioral Health Services) division. Primary duties support the consultative and oversight responsibilities of the Community Behavioral Health and Substance Use Medical Directors.Work involves reviewing literature and statutes; collecting, analyzing, and interpreting data; creating reports and presentations; organizing and conducting stakeholder meetings; delivering presentations; reviewing policies and procedures; preparing informational briefs; and performing other duties as assigned to assist with behavioral health policy, planning, and programming.Essential Job Functions (EJFs):1.- Identifies and executes projects and initiatives that advance Behavioral Health Services. Collect and analyze data from internal data systems to create reports, briefing documents, and presentations on the public behavioral health system. Draft white papers and policy documents, communicate updates to contractors, manage email correspondence with stakeholders, prepare rule drafts, and create action memos. Works with PowerPoint, Excel, and other tools to synthesize and present information in a form and complexity tailored to various audiences. (40%)2.- Develops and maintains a high degree of familiarity with state and federal statutes, policies, legislative reports, and other information related to Behavioral health services. Researches and communicates the historical basis for current Behavioral Health Services policies and decisions. Develop relationships with other states' public behavioral health leaders to identify and implement best practices in Texas. Stays up to date with national clinical guidelines. Synthesizes and provides an overview of relevant information to Medical Directors to inform decision-making. Reviews and analyzes medical literature, providing summary information to the medical directors (25%).3.- Plans, organizes, and conducts meetings and workgroups with internal Intellectual and Developmental Disabilities-Behavioral ( IDD-BH) and external stakeholders, including researching and preparing materials, establishing and managing project goals, and maintaining communication with stakeholders before, during, and after meetings. Develops and delivers presentations to various stakeholder groups. Attends meetings in lieu of the medical directors, with the authority to speak as their representative and to commit to the project on their behalf. (25%)4.- Develop surveys and analyze data to recommend Behavioral Health Services (BHS) Policies and contracting. Assists medical directors in completing reports mandated by statute or rule by synthesizing data, attending meetings relevant to medical directors as representatives of the medical director's office, and performing other duties assigned by medical directors. (10%)Registration, Licensure Requirements or Certifications:Current, valid Texas License as a licensed professional counselor and licensed clinical social worker. Licensed psychologist, licensed marriage and family therapist, advanced practice nurse, or physician assistant.Knowledge, Skills, and Abilities:Knowledge of Texas's public mental/behavior/substance use health system includes state-funded health services and behavioral health principles.Skill in Effective verbal communication and public speaking. Developing, writing, and editing executive documents and briefings; performing extensive data analysis and quantitative and qualitative interpretation of policy issues related to behavioral health; and comprehending complex healthcare issues, including identifying problems, evaluating alternatives, implementing solutions, and prioritizing activities to meet strict deadlines.Ability to Communicate effectively orally and in writing, Gather, assess, correlate, and analyze data. Prioritize workload and demonstrate strong organizational skills. Work independently, perform effectively, and produce results. Establish and maintain positive relationships with external and internal partners, work cooperatively in a team environment, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities and programs. Develop complex, detailed implementation plans; develop products to support the implementation of evidence-based practices; create materials for training and technical assistance events; lead cross-functional workgroups; create statewide rules for behavioral health policy; ability to build and maintain strong relationships with diverse professionals and stakeholders.Initial Screening Criteria:Required: Graduation from an accredited four-year college or university AND two years of full-time experience in a Behavioral Health related field.Preferred: Advanced degree in Public Health, Social Work, Counseling, psychology, Nursing, Medical Services, Health Administration, or Epidemiology. Experience working in and knowledge about public behavioral health systems. Experience working with behavioral health data. Experience with medical literature, including searching, retrieving, and interpreting research articles and policy guidelines; knowledge of statistical techniques and interpretations pertaining to medical literature and behavioral health data -experience managing data-driven projects/systems.
