Job Summary The Billing Coordinator is responsible for overseeing and managing the utility billing operations for the town. This role involves managing the quarterly billing processes, resolving complex issues, and ensuring accurate and timely billing for services such as water, sewer, stormwater, and solid waste. Essential Duties and Responsibilities Key Responsibilities: Maintain accounts and setup new ones Coordinate installation of meters and other service orders with builders and Public Works employees Process and oversee billing operations - Establish the schedule for each quarterly billing - Prepare and process utility bills (quarterly billing and transfer finals) for residential and commercial properties - Manage the billing cycle, including meter reading coordination, bill generation, and mailing - Ensure accuracy of billing data and resolve discrepancies - Generate follows-up of late notices - Coordinates the cut-off process with the Lead Cashier Financial Management: Audit accounts and invoices for mathematical correctness and legal compliance Assist in developing annual utility projections for fiscal budgets Customer Service: Handle escalated customer inquiries and resolve complex billing issues Communicate with customers and internal departments regarding utility services, complaints, and concerns Provide guidance to internal and external customers on billing procedures Compliance and Policy: Ensure billing practices comply with federal, state, and local laws and regulations Develop and maintain billing policies and procedures Data Management and Reporting: Utilize complex databases and software systems to extract, analyze, and report billing information (Tyler Pro 10, Cintrix, WaterSmart) Generate and analyze utility billing reports for financial analysis and statistical purposes Maintain accurate records of utility usage, billing data, and customer accounts System Management: Oversee the maintenance of utility billing and customer information systems Maintains utility rates in the billing system Coordinate with IT staff to implement system upgrades and improvements Troubleshoot technical issues related to billing software and meters Interdepartmental Coordination: Collaborate with public works, finance, and other departments to ensure smooth billing operations Coordinate with Public Works personnel regarding meter reading, service connections, and repairs Resolve complex billing issues Develop and implement work standards, methods, and process improvements Performs related duties and responsibilities as required. Education, Certification, and/or Experience Possession of bachelor's degree in accounting, finance, business administration, or related field and 3-5 years of work experience preferably in local government or an equivalent combination of education and experiences that will meet the responsibilities of the position. Strong knowledge of billing (preferably for utilities) systems and practices Proficient in Microsoft Excel Excellent analytical and problem-solving skills Proficiency in financial software and database management Strong communication skills Knowledge of principles and practices in customer service Effective collaboration with coworkers and other departments Ability to work independently and prioritize work Ability to make sound decisions in a manner consistent with the essential job functions Technical Qualifications Ability to maintain a very professional atmosphere in customer service with officials, co-workers, and members of the general public in routine, emergency, or emotional situations. Knowledge of various computer software including communication and financial programs. Ability to take direction. Ability to accomplish tasks quickly in a fast paced environment with frequent interruptions and short deadlines. Requires knowledge of municipal practices, procedures, and goals. Ability to work well with people dealing with a wide variety of issues and challenges. Skilled at handling multiple projects and short deadlines with adherence to regulations and procedures. Ability to use a variety of tools and equipment including but not limited to typewriter, multi-line telephone, calculator, copy machine, postage machine, two-way radio; a variety of general office equipment; computers and peripheral equipment; accounting, communications, and scheduling software. Language Skills Ability to communicate effectively, both verbally and in writing, with residents, property owners, government officials, the general public, fellow employees, and Town officials. Must be able to listen to and interpret problems, direct inquiries to appropriate staff or resources, exercise tact and diplomacy, and make clear written and oral reports and recommendations. Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence. Physical Demands While performing the duties of this job, the employee is regularly required to talk, hear, and see. The employee is frequently required to sit and use hands to finger, handle or feel objects or controls. The employee is occasionally required to stand; walk; reach with hands and arms; balance; and stoop, kneel or crouch. The employee must occasionally lift and/or move up to or in excess of twenty (20) pounds. Must have visual acuity to work independently and consistently with permits, forms, bills, checks, accounting reports, and financial documents in paper and electronic formats. Rarely required to work unusual hours. Environmental Conditions The worker is subject to indoor environmental conditions. There is protection from weather conditions but not necessarily from temperature changes. Noise level and lighting conducive to office setting. Salary Description Starts at $60,400
