Job Description:
Position Purpose: Processes agency timesheets, payments, billings, open credits, discounts and account write offs. Represents the Finance Department at various agency meetings where accounts receivable or billing is the topic. Principal Responsibilities and Duties:
  • Process client payments
  • Process write-off accounts as requested by the COO, the CFO, or Program Directors.
  • Process specialized grant billings
  • Process discount reports for special grant/non-reimbursed 3rd party insurance programs: ie: School Funding, Town Funding, and Community Initiative Funds.
  • Maintains the integrity of the Account Receivable Aging.
  • Assists other Billing Specialists with daily routine issues.
  • Assists Area Office Managers with routine billing issues.
  • Represents Billing at the EMR Implementation meetings when needed.
  • Represents Billing at the Administrative Support Team meetings when needed.
  • Represents HCRS at statewide DA or State of Vermont Billing meetings when needed.
  • Informs the Controller or the Accounting Manager of any billing/payments issues needing further attention.
  • Process Medicaid payments, denials, and recoups.
  • Process 270/271 Medicaid reports for offices to make changes to client insurances
  • Process billings for Bridges, Choices for Care, TBI, JOBS, PBIS, PBISN, ACCS, and special billings.
  • Perform/support the credentialing function as required.

Relationships:
  • Supervised by the Controller.
  • Works directly with other members of the Finance Department. It is essential that this relationship be cooperative and collaborative to meet the needs of the agency.
  • The Billing Specialist may have regular contact with members of executive level management (especially the CFO and the COO), the management team, Program Directors, Program Coordinators and employees. It is essential that these relationships be cooperative and collaborative in meeting program and employee needs within established guidelines.
  • A range of external relationships with other Human Service Agencies Billing Department staff are also critical to this position.

EDUCATION and/or EXPERIENCE: High School Diploma with additional training in Human Service Billing Function. 5 years' experience in a similar setting. LANGUAGE SKILLS: Ability to read, analyze, and interpret the most complex documents. Ability to listen effectively. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to make effective and persuasive presentations to employees, members of the public, vendors and funding sources. MATHEMATICAL SKILLS: Ability to understand auditing and accounting issues. REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with non-verbal symbolism (formulae, scientific equations, graphs, etc.). Ability to deal with a variety of abstract and concrete variables. OTHER CERTIFICATES, LICENSES, REGISTRATIONS: A valid driver's license or the ability to travel quickly from location to location. OTHER SKILLS and ABILITIES:
  • Strong computer literacy
  • Good Telephone Skills
  • Familiarity with the financial issues of treatment programs, the regulatory environment of community mental health agencies, and the changing world of health insurance from previous experience are desirable.
  • Knowledge of Microsoft Office ProductsAbility to maintain a high level of confidentiality.
