Summary This position is a Biologist, GS- 0401-13 working in Shepherdstown, West Virginia as Sustainability Coordinator for the R9-NCTC-Division of Facility Operations (NCTC). Responsibilities As NCTC Sustainability Coordinator, your duties will include but are not limited to the following: Provides information, data, and recommendations from NCTC's operations with respect to conservation innovation and sustainability outreach/in-reach activities across the Service and Department. Maintains a close working relationship with the FWS Programs, including Science Applications, Migratory Birds, Wildland Fire, and other Programs. Utilizes peer networking for engaging conservation partners to assist in the development and delivery of conservation innovation projects hosted and promoted through NCTC for the benefit of the FWS and broader conservation community. Collaborates and coordinates with the FWS Programs to address critical needs and opportunities with regard to conservation and sustainability and ensures NCTC's operational processes are aligned with Service conservation and sustainability goals, policies, plans and programs. Works to identify and apply for funding opportunities to build conservation innovation programs on the NCTC campus, including Bipartisan Infrastructure Law funding, coalescing funding from FWS programs to pay for projects showcasing Program science on the NCTC campus, and other collaboration prospects. Researches renewable energy opportunities to support the NCTC campus particularly in the areas of solar and geothermal heating and cooling for new and existing infrastructures. Designs and collaborates with NCTC leadership and the FWS Programs to implement strategies for developing and communicating conservation innovation and resource management capacity building within the Service and with external partners and the public. Coordinates these strategies with NCTC leadership, regional and field staff, and partners to ensure a consistent national approach. Requirements Conditions of Employment Qualifications Only experience and education obtained by 12/31/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Possess a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Possess a combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualification: Possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal government. Specialized experience includes: experience with sustainability programs, from local efforts such as identifying recycling opportunities to researching alternative energy programs in alignment with Executive Order (EO) 14057: Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability; and familiarity with the Bipartisan Infrastructure Law, working annually to apply for and coordinate awards for funding to mitigate regional risk from wildfire through the maintenance of a native plant nursery and greenhouse. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
