Position Summary
The purpose of this position is to investigate and identify potential blighted properties. This is accomplished by visiting properties, collecting information, research utility connectivity, tax status, and other blight criteria. Compile information into reports. Works under the supervision of the Director for the Bureau of Housing Services.
Essential Functions
Visit properties, collect information via photographs and notes. Research utility connectivity, tax status, and other blight criteria. Facilitate Blight Taskforce Meetings, presenting blight cases before the Vacant Property Review Committee (VPRC) and Planning Commission, communicating blight determinations to the City's Redevelopment Authority (RDA). Serve as liaison to City departments, boards, community partners, developers, and property owners. Ensure City properties meet compliance according to the Department of Economic and Community Development (DECD) Blight Process and Procedures and Property Maintenance Codes, the City's Vacant Property and Review Committee Nuisance Abatement Ordinance, the Urban redevelopment law and Property rights Protection Act.
Compile information into reports. Typing staff reviews and recommendations, typing agendas and meeting minutes and coordination scheduling and meeting invitations through email and phone calls.

Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired and results. There is some opportunity for discretion when making selections among a few easily identifiable choices. The assignment is usually reviewed upon completion.
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Minimum Acceptable Training and Experience
Valid Class C driver's license issued by the Commonwealth of Pennsylvania
All persons who become employed by the City on or after the effective date of May 18, 2022, shall be or become residents of York County or any county contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties), within six months from the first date the employee achieves permanent employment status.
Must pass a background check, Drug Test and provide a PA Child Abuse Clearance Certification.
* Associates degree and at least one (1) year experience in construction, rehabilitation, housing inspections, and/or real estate.
* Familiar with property maintenance codes.
* Any equivalent combination of acceptable training and experience.
* Housing construction, rehabilitation and/or inspection experience.
* Proficiency in office software (e.g., Microsoft Office Suite)
* Excellent written and verbal communication skills
