Job DescriptionZachry's Bona Fide Fringe Benefits Manager will be responsible for understanding, documenting, helping leadership understand and select a preferred option(s), and managing all aspects, teams, vendors and stakeholders related to providing Benefits on jobs that have a tax credit or government funding aspect and associated requirements related to bona fide fringe benefits, within an organization that has a self-funded plan for >10,000 employees without any bona fide fringe requirements. This team member must understand and support the organization to be compliant with both the intricacies of the Bona Fide Fringe requirements and overall organization given existence of other plans.Responsibilities
  • Responsibilities:
    • Connect and collaborate with internal stakeholders (i.e. proposals, operations, estimating) to understand the organization's existing work, structure and benefits offerings, and the work we are pursuing with bona fide fringe benefits requirements and what is driving those requirements.
    • Work with outside experts (i.e. ERISA counsel, government contractor benefits administrators, benefits broker) and internal stakeholders (i.e. Workforce Planning & Staffing and Estimating) to build out detailed documentation around the multiple options for our organization who has a self-funded plan for existing employees and projects, that do not include nor meet the requirements for bona fide fringe benefits, to pursue work with bona fide fringe benefit requirements. Documentation to include the following elements and all necessary information for leadership to make informed decisions related to which options to further consider and pursue:
      • Required 3rd party vendors
      • Process, timeline and cost
      • Employee Retirement Income Security Act (ERISA) compliance
      • Bona Fide Fringe Benefits compliance
    • Be able to explain to leaders, peers and all stakeholders without benefits experience or knowledge the options and details associated with each.
    • Lead process to build out team (internal stakeholders and potential direct reports, and external; existing and new vendors) and define the process, roles and responsibilities for all stakeholders. Identify key internal stakeholders, hire team members as needed based on capacity and skillset of existing benefits team, select preferred vendors and partners for the options for implementation. Work with internal stakeholders (i.e. procurement & legal) to establish contractual relationships with vendors and lead the development and fostering of relationships across all involved parties.
    • Successfully lead and evaluate all stakeholders in the process to communicate about, provide and administer benefits for employees on projects with Bona Fide Fringe Benefit Requirements.
    • Actively participate in RFP, RFI and any requests related to providing Bona Fide Fringe Benefits as lead point of contact for internal and external (including clients) stakeholders.
QualificationsRequired Qualifications:
  • Benefits experience and knowledge with at least one of the following:
    • (1) an organization with a self-funded plan not bound by nor meeting bona fide fringe requirements for those in the employee population who don't have this requirement.
    • (2) providing benefits & documentation that meet bona fide fringe requirements for a segment of the population on projects/in jobs for which this requirement is applicable.
  • Experience building and managing relationships and working collaboratively with internal and external stakeholders including benefits vendors.
  • Ability to analyze complex payroll data and identify potential compliance issues related to fringe benefits.
  • Excellent written and verbal communication skills (both to individuals and groups) .
  • Ability to work individually and collaboratively to drive a project and deliverables to completion.
  • Attention to detail.
Preferred Qualifications:
  • Benefits experience and knowledge with both of the following:
    • (1) an organization with a self-funded plan not bound by nor meeting bona fide fringe requirements with a critical mass of employees (>1,000) who's work is not bound by this requirement
    • (2) providing benefits & documentation that meet bona fide fringe requirements for a segment of the population on projects/in jobs for which this requirement is applicable.
  • Project management experience and/or certification
  • Experience managing a team of direct reports
  • Payroll experience
  • Bachelor's degree
  • Certifications related to Benefits and/or HR:
    • Certified Benefits Professional (CBP) certification from WorldatWork,
    • Certified Employee Benefits Specialist (CEBS), Group Benefits Associate (GBA) or Retirement Plans Associate (RPA) certification(s) from the International Foundation of Employee Benefit Plans (IFEBP),
    • SHRM CP or SCP
  • Experience in an industry and with an employer who provides employment and benefits for skilled labor, administrative and supervisory and strategic roles.
