We have an outstanding career opportunity for a Bridges and Structures Manager to join a leading Company located in the Chicago, IL surrounding area. Job Responsibilities:
- Perform complex work in the management and coordination of the operations of the structures division.
- Oversee the bridge inspection program of structures.
- Administer a variety of technical and administrative functions, coordinating diverse engineering efforts to ensure the timely and efficient completion of major tasks to meet the goals of the Department with minimum supervision and consistent professional judgment.
- Direct the technical development of projects for both internal staff and external agencies.
- Interact with elected officials, governmental agencies, and the general public regarding ongoing bridge projects.
- Coordinate the planning, designing, and maintenance of the Bridges and Culverts.
- Develop a five-year Bridge Program that includes preservation, maintenance, rehabilitation, and reconstruction of the structures.
- Coordinate with federal, state, tollway, and local governmental agencies on the Department's structural projects for modernization, rehabilitation, maintenance, and jurisdictional matters.
- Direct staff in the development of design contract plans for bridges, culverts, and other highway/transportation related projects, as per government specifications.
- Coordinate the inspection of bridges and culverts as required by government guidelines and complete all the necessary forms and paperwork.
- Oversee the Division's budget and assist leadership with the preparation of Department/Bureau budgets.
- Recommend hires and promotions and is responsible for the direction, evaluation, and appeal of employment decisions for all assigned positions.
- Oversee the technical development of vendor prepared contract plans, specifications, and estimates upon request.
- Administer design contracts as they relate to the preparation of plans, specifications, or cost estimates for highway/transportation structures and proposed improvements.
- Review and approve final work products for design plans, bridge and culvert improvements, programming, fiscal control, construction, and maintenance work.
- Coordinate diverse engineering efforts to ensure the timely and efficient completion of major tasks to meet the goals of the Department with minimum supervision and consistent professional judgment.
- Performs other duties as assigned.
Basic Hiring Criteria:
- Graduation from an accredited college or university with a Bachelor's Degree or higher in Civil Engineering or a directly related field.
- Eight (8) years of experience in highway/transportation-related structure design and rehabilitation.
- Four (4) years of prior supervisory experience.
- Must be certified as a Program Manager by Illinois Department of Transportation (IDOT) to oversee the bridge inspections as per IDOT and National Bridge Inspection Services (NBIS) guidelines.
- Valid driver's license and proof of automobile insurance.
- Current registration in the State of Illinois as a Licensed Professional Engineer.
- Must obtain Illinois Team Leader Certification for overseeing and conducting the National Bridge Inspections Standards (NBIS) Program for owned assets within one year of employment.
- Ability to obtain and maintain license and/or certification requirements.
- Ability to manage professional and/or skilled support staff on a day-to-day basis.
- Ability to lead within the established objectives and make decisions regarding daily priorities and the application of technical/business processes for a workgroup or segment of a department.
- Ability to set overall direction and hold staff accountable for accomplishing work objectives by fostering positive relationships between employees, leadership, and stakeholders.
- Ability to use organizational and/or department objectives and goals to identify processes by which to meet those goals.
- Knowledge of State and Federal Highway policies, principles, programs, and regulations.
- Knowledge of AASHTO Local Factor Designed (LFD) & Load Resistance Factor Design (LRFD), AASHTO Manual for Bridge Evaluation (MBE), IDOT, and Illinois State toll Highway Authority (ISTHA) design codes and standard.
- Must obtain Illinois Team Leader Certification for overseeing and conducting the National Bridge Inspection
- Standards (NBIS) Program for owned assets within one year of employment.
- Thorough knowledge of State and Federal Highway policies, principles, programs, and regulations.
- Distills complex concepts so they are understood by the public.
- Ability to effectively manage multi-disciplinary teams and meet project deadlines, obtain design feature acceptance by the public, local agencies, IDOT, and the Federal Highway Administration personnel without major corrections and revision.
- Ability to exercise independent judgement in developing solutions to design problems and in situations where limited standardization exists.
