Organization Overview:The Appalachian Regional Commission (ARC) is an economic development entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC's mission is toinnovate, partner and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation.Position Summary:ARC is seeking a Budget Analyst to join our Finance and Administration Team. Responsible for tracking appropriate and non-appropriate ARC funds; maintaining accurate and timely records of the status of allocations and transfers of funds for programs and administrative accounts; and for preparation of associated budget execution and similar reports. Responsible for providing ARC managers and other key officials with budget related data and reports for program management and supporting the budget creation and report functions of the Federal staff. Perform a variety of accounting and finance support functions related to the ongoing development, maintenance, and integrity of the accounting and financial systems at the Commission that involves preparation of varied management and other reports as needed to be used for analysis of GL accounts, performing numerous reconciliation functions, reviewing and approving grant and vendor invoice stamps, reviewing payroll worksheet for submission to USDA. This position reports to the Division Director, Finance & Administration.Required Qualifications:
- Demonstrated ability to review and reconcile annual budgets for ARC Initiatives and projects and presents these to relevant staff and management for review.
- Strong ability to gather relevant data to satisfy reporting requirements to OMB and Congress; enter data into the MAX database.
- Strong knowledge of administered grants into U.S. Treasury's ASAP system and requests certification.
- Adept knowledge of general accounting principles.
- Demonstrated effective organizational skills, high level of attention to detail, professional demeanor including complete respect for the confidentiality of sensitive data, discretion, and a customer service perspective.
- A bachelor's degree is required with equivalent in a related field such as accounting, business administration, finance, or public administration.
- Four years of solid work experience in financial management or a combination of financial management experience and education.
- Proficiency in Microsoft Suite, especially Outlook, Excel and Word.
- Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
- Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work.
- Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required.
- Minimum to no travel.
